Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is located in the Office of Administrative Services/Resource Management of the Export-Import Bank of the United States (EXIM) and is assigned to the Office of Contract Services. This position reports to the Chief Acquisition Officer (CAO).
The purpose of this position is to serve as a Program Analyst, supporting the Office of Contract Services Lead Program Analyst.
Duties include, but are not limited to:
Manages and coordinates theimplementation of policies, programs and procedures associated with contract services, systems (SharePoint, ComprizonSuite, FMS-NG, FPDS NG, SAM.gov, CPARS, IPP, CSOD/FAI, etc.), process, and data.
Responsible for the program and project management of EXIM's contract workload management, systems management, process, management.
Monitors workloads and schedules assignments to meet service, quality, and timeliness goals.
Manages program or project schedules, milestones, scopes, quality controls, risk, issues, communication, and budgets from preliminary stages through requirements analysis, design, development, and deployment.
Integrates and coordinates the efforts of team members engaged in highly complex business processes related to various processes such as strategic sourcing, acquisition planning, contract funding, contract administration, contract audit follow-up, and business systems improvements.
Serves as project manager or subject matter expert in projects for business process improvement, streamlining, or technology.
Oversees training and certification programs in accordance with Cornerstone on Demand to include FAC-C, FAC-COR, and FAC-PPM. Oversees this program will include coordinating trainings, keeping a log of warrants issued by EXIM, ensuring that warrant request applications are complete, coordinating processing of warrant requests and ensures that all requests are processed in a timely manner, and attending FAC meetings.
Backup for EXIM purchase card program, helping to train, review transactions, and monitor purchasing activity to ensure appropriateness.
Develops, maintains and reports planning and performance results on contracting operations and other appropriate data to support contracts (e.g., past performance, award and reporting data, socio-economic achievements, equity, contractor's responsibility, etc.).
Uses general regulatory guidance (FAR, EXIM Policies, SOPs) and their own sound business judgment, makes decisions on administrative or operational issues and actively participates in recommending revisions to contracting policies and procedures.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience identifying and working with policies, with particular emphasis on contract services, systems, process, and data from various sources, evaluating the information to ensure that they meet analytic needs, and preparing the data for analysis.
Experience gathering and analyzing a wide range of policies, with particular emphasis on contract services, systems, process, and data from various sources, evaluating the information to manage, coordinate, and implement policy and process.
Experience impacting policies with particular emphasis on contract services, systems, process, and data analytics reporting to programs and senior management.
Education cannot be substituted for experience at the GS-13 grade level.
