About the position: This position will be assigned to the Little Rock AFB, AR - NAF Accounting Section. This position is guaranteed a minimum of 35 hours but can be scheduled to a maximum of 40 hours per week.

Duties

This position serves as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Nonappropriated Fund (NAF) Accounting Section. Employee will be responsible for developing, implementing and monitoring NAF financial service operations and internal accounting controls. Ensuring that the financial service operations comply with legal and regulatory requirements and meet customer needs by planning, organizing, and directing the activities of the NAF Accounting section. Provides fiscal oversight, analysis, and advisory services for the operational budget and non-appropriated (NAF) fund activities. Establishes policies and procedures for accomplishment of financial management assignments related to the receipt, disbursement, accounting for, and safeguarding of funds. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates, plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Provides advice to supervisor of significant issues and problems related to work accomplishment. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards. Identifies employee developmental needs and provides or arranges for training to maintain and improve job performance. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Represents the NAF Accounting Section with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, representatives from other military services, Department of Defense (DoD) agencies, and other related civilian organizations regarding services provided. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends actions or interpretation of issues that impact organization, installation, command, or agency. Develops, implements, and monitors financial service operations and establishes internal accounting controls. Advises facility managers, flight chiefs, and senior leaders on regulatory or directive changes which may alter or affect the mission. Provides guidance in the development and preparation of operating budgets, verifies accuracy and adequacy of data, and reports budget execution. Oversees NAF purchase card, NAF payroll and accounting, and private organizations. Administers special morale and welfare programs. Monitors and evaluates operating units and activities to determine compliance with applicable regulations, directives, procedures, and policies. Requirements

  • This position requires the incumbent to complete a background investigation with favorable results.

Qualifying Experience: Thorough knowledge of the concepts, theories, principles and practices of general and cost accounting; auditing, budgeting and analysis of financial statements; and understanding of legal principles that govern financial transactions and relationships. Ability to apply fundamental and diversified professional accounting concepts, theories and practices to achieve financial management objectives; ability to organize, analyze, interpret and evaluate financial data in the solution of management and accounting problems. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of internal audit procedures to monitor financial services and establish internal controls. Knowledge of federal contracting and procurement regulations, procedures, and practices. Ability lo plan, organize, and direct the functions and staff of a small to medium sized organization that performs variety of different functions.
