This position serves as the Supervisory Medical Technician in a highly specialized laboratory at the James A. Haley Veterans Hospital. The position is responsible for performing specimen collection, processing, and distribution to appropriate sections of the clinical laboratory; as well as, the liaison for the VA Outpatient Clinics, the CBOCs, and all areas of the medical center responsible for referring laboratory tests and test requests to the Main Laboratory for collection and/or processing.

Duties

Major duties include but not limited to: Evaluate the performance of subordinates, acknowledges useful and non-productive practices when observed, and makes recommendations to improve processes and practices. Interviews and recommends final selection of applicants for vacancies. Designate specific work assignments, prepares work schedules, monitors and approves leave requests, sets the daily priorities, makes decisions regarding work problems presented by the staff technicians. Ensure that an adequate supply of consumables is readily available, makes equipment purchase recommendations. Assist in writing new procedures or standard procedures to be compliant with CAP and JCAHO guidelines and regulations. Plan, conduct studies and make recommendations on the technical and administrative problems involving personnel shortages, organization structure, new technology, reporting systems, etc. Keep track of current safety regulations; identifies possible safety problems or violations and monitors the use of safety precautions among employees. Ensure that the pre-analytical procedures and policies meet the accreditation criteria of the CAP, JCAHO and federal and VHA regulations. Assist with data validation by preparing reports, verifying the accuracy of results in CPRS, comparing the result generated by the referral laboratory to the electronic CPRS result, reviewing monthly expense reports forwarded by the referral laboratory to assure accurate billing, monitoring the accuracy of laboratory test coding, and disseminating any changes in reference laboratory test parameters. Direct a program that performs technical, administrative, and professional work. Research new techniques and methods independently of supervision. Write technical procedures for all aspects of laboratory specimen procurement, shipping to other laboratories, suitability for testing, and processing. Advise physicians, nurses and other health care personnel of appropriateness of laboratory test ordering, laboratory options in VISTA and CPRS, and of laboratory restrictions and guidelines according to accrediting agencies such as CAP and JCAHO. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Work Schedule: Monday-Friday 7:30am-4:00pm. (Possible weekends and holidays as service or agency need). Schedule subject to change to meet the needs of the service and/or agency. In addition to the assigned tour of duty, an assigned rotation for On-Call and Disaster Schedule for Essential Personnel will be required to meet minimum staffing requirements and service needs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. This position has an Individual Occupational Requirement (IOR): Specialized Experience: Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs blood collection using a variety of phlebotomy techniques including vacutainer systems, syringe, butterfly, and/or capillary finger sticks. Evaluate the adequacy and validity of specimens processing. Utilize computer system to label collection tubes and verify correct collection samples for all tests ordered Ensures that there is always enough staff to provide all the necessary services that the incumbent is responsible for Designates specific work assignments, prepares work schedules, monitors and approves leave request, set the daily priorities OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate education; one year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. At times, it may be necessary for the Supervisor to travel to meetings, Outpatient Clinics, CBOCs, other VA Medical Centers, satellite laboratories and equipment demonstrations. The Supervisor must also be able to lift items not to exceed 50 pounds. The work sometimes involves moderate risks with recurring exposure to contaminated materials, chemicals, and reagents. The Supervisor may be required to wear protective clothing such as lab coats, gloves, mask, non-penetrable protective clothing. The Supervisor may on occasion work extended hours as needed.
