The primary purpose of this position is to serve as the Chief, Customer Service Branch, responsible for managing the central point of contact within the Joint Personal Property Shipping Office (JPPSO) providing various assistance to DoD members and their dependents, commercial contractors, and other transportation offices worldwide.

Duties

Plans, organizes, and directs the activities of the Customer Service Branch. Develops and implements traffic management plans, programs, policies, procedures, transportation management systems and techniques incident to the worldwide movement of personal property by commercial air, AMC airlift, and land/sea commercial surface transportation. Provides regional call center management. Based on detailed knowledge of the organization and its programs and operations, handles difficult customers or refers to supervisor if necessary. Provides quality workforce management supporting all JPPSO personal property functions. Regularly analyzes current operational workload using customer service staff to assist other JPPSO functions to maintain their service level objectives. Coordinates and oversees the daily operations utilizing Help Desk Analysts assigned in of an integrated Information Technology help desk. Provides direct customer support. Attempts to resolve user problems without dispatching technical support staff when possible. Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes thorough and authoritative knowledge of the intent. coverage and content of personal property shipment and storage regulatory guides of all services, traffic management policies, procedures, directives, practices, and public law as they pertain to Personal Property to insure propriety of application and software, both in use and to be developed. In-depth knowledge of traffic management policies, principles, and practices, in order to plan and direct Customer Service operations involving personal property. Knowledge of transportation concepts, principles, and methodology to provide program management and technical assistance on a wide range of complex issues and problems associated with movement of personal property. Skills in applying transportation knowledge to identify, plan, and resolve transportation issues or problems. Extensive knowledge of the Transportation Operational Personal Property Standard System (TOPS) including technical and functional components in order to troubleshoot, provide on-line assistance to all Air Force sites and participate in software testing for the TOPS as it applies to AF PPSOs. Broad knowledge of the UNIX operating systems and ORACLE database system to troubleshoot, provide on-line assistance to all Air Force sites and participate in software testing. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university (Note: You must attach a copy of your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of traffic management polices, principles, practices and techniques including knowledge of personal property movement, personal property entitlements, travel entitlements, carrier industry practices, international, state, and local laws and operations and shipping requirements within the transportation function. Knowledge of safety and security regulations, practices, and procedures. 2. Ability to plan, organize, and direct the functions of traffic management and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning movement of personal property. 3. Knowledge of automated transportation systems processing functions, techniques, and capabilities to include Unix operating system and Oracle database systems, the systems internal structure to include interfacing with other systeri.1s, and to provide user support. Knowledge of organizational missions, objectives, procedures, and regulatory framework of traffic management programs within which DoD and other federal agencies and industry operates. 4. Ability to resolve very broad, complex or sensitive traffic management problems while managing an entire traffic management program. Ability .to analyze evaluates, correlate, advise and act on complex inter-service and international traffic management and transportation operations issues. 5. Knowledge of Transportation Systems its capabilities and how it incorporates transportation requirements, traffic movement and traffic management. 6. Ability to analyze problem areas, make recommendations and initiate solutions and communicate both orally and in writing. Ability to locate and assemble information for various reports, briefings and conferences. Ability to effectively organize and manage available resources in a complex office environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
