The Clinical Nurse Leader adheres to established policies, standards of care, and standards of practice; demonstrates leadership when providing nursing care and education to peers; and serves as a role model and expert within the service line for acute care nursing practice, outcomes, and programs.
Duties
Provides guidance in the provision of age-specific care of adult and geriatric patients/groups. Lead and organizes delivery of care to assure continuity of care and peer accountability for practice.
Uses clinical knowledge/judgment to promote staff involvement in planning, decision-making, and evaluating outcomes.
Guides peers/staff in the application of critical thinking and analyzes the documentation and reporting systems to initiate needed changes through innovative measures.
Identifies issues to improve clinical programs.
Evaluates current practice, formulates plans for improvement and provides education and training as needed for entire service line initiatives.
Demonstrates and maintains clinical competence in performing practice specific competency assessment skills used and evaluated in the CNL role.
Provides accurate information to patients and other staff when ethical issues arise. 1v. Ensures application of institutional policy.
Demonstrates knowledge in identifying, analyzing, and addressing ethical issues that impact others.
Demonstrates understanding of timely, appropriate, and professional medical record documentation.
Utilizes resources available and identifies risk areas, including budgetary, staffing, supplies, and requirement and availability of data/information.
Identifies potential problems involving resources and/or safety and takes action to avert or manage the situation in a manner that meets the needs of patients in a safe/therapeutic manner.
Assesses the effectiveness of nursing care at the unit and service level to evaluate compliance with all regulatory standards.
Systematically evaluates current practice and formulates outcomes for groups of patients and/or organizational processes within area of expertise; Participates in system reviews to evaluate and assess resource utilization and safety issues with care teams
Uses knowledge and critical thinking skills to mentor staff in planning, implementing, and evaluating interventions that improve patient outcomes
Serves as a resource, advocate and effects change through advocacy for the profession, interdisciplinary health care team and the patient. Serves as an expert resource to implement and teach skills.
Contribute to writing, developing, and evaluating policies, procedures, and/or clinical guidelines.
Maintains privacy and confidentiality of all patient information, including electronic, print, and conversations.
Uses clinical knowledge and skill and a variety of information technologies including clinical databases, to anticipate risk, perform risk assessments and other surveillance strategies to customize interventions and promote achievement of health-related outcomes and patient safety.
Translates evidence-based research into practice to ensure that patients benefit from the latest innovations in nursing science.
Assists nursing personnel with assessments, implementation, of new approaches, procedures, and standard of care, based on reliable and current nursing research and/or literature review.
Applies critical thinking skills to problem investigation and resolution.
Identifies problems and recommends change in clinical practice based on current findings from research and/or studies.
Disseminates research and/or performance improvement findings at staff meetings.
Uses research and performance improvement findings in the development of policies, procedures, or guidelines for patient care.
Identifies processes with a focus on system redesign and improvements.
Develops performance improvement activities then monitors, analyzes the data for trends, and/or evaluates outcomes.
Evaluates current practice and formulating outcomes for groups of patients and/or organizational processes within areas of expertise.
Provides patient-driven care in a safe, efficient, and cost-effective manner, using evidence-based principles.
Maintain confidentiality of electronic, written, and/or verbal patient/employee information

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Certified as a Clinical Nurse Leader by the Commission on Nurse Certification (CNC)
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level III - A Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: The work requires regular and recurring bending, lifting, stooping, stretching, lifting and repositioning patients or similar activities. The incumbent will be required to lift up to 50 pounds occasionally and up to 35 pounds frequently. The incumbent will be required to handle equipment and must be knowledgeable of an able to use safe lifting techniques. The use of correct body mechanics required. The mental/sensory requirements include recall, reasoning, problem-solving, hearing (aid permitted), speaking clearly, writing legibly, keyboarding, reading, and logical thinking. Also, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16". The environment's pace can vary from steady to a sometimes-fast pace, requiring handling of multiple priorities, frequent, sometimes intense customer interactions, and the ability to adapt to frequent changes in a sometimes-noisy environment. There may be the need to use personal protective equipment to prevent exposure to disease, illness and hazardous materials (1-2 hours at a time).
