At least one (1) position will be filled from this announcement. This is a remote position and duty station will be determined upon selection. PCS will be paid for those selectees that consider moving to Boise, ID.
Duties
Evaluate and assist with development of wildland fire training courses and related products in support of national interagency wildland fire management objectives, with the intent of improving position performance.
Serve as an advisor and consultant to NWCG committees and subcommittees, line officers, fire managers, training administrators, and others pertinent stakeholders.
Provide expertise on instructional design as it relates to position duties, knowledge, skills, and abilities required to perform the duties, training and other position performance support.
Assist in identifying data elements necessary to evaluate the effectiveness of training development, delivery, and impact on job performance.
Develop methods of collecting and analyzing this data, and of using the knowledge gained to improve the efficiency and effectiveness of all aspects the training system.
Development and maintenance of a sustainable and integrated NWCG curriculum.

Qualifications

Basic Requirement:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.

For GS-09: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is directly related to the work of the position to be filled. Examples include, but are not limited to: general knowledge of the principles, methods, practices, and techniques of instructional systems design (ISD) as it relates to adult education, and in the application of this knowledge in researching, developing, and promoting innovative training; basic knowledge of learning theory and the principles, methods, practices and techniques sufficient to use a systems approach to ensure proper organization and delivery of course content and allow for the evaluation of all aspects of training programs; working knowledge of metrics and needs assessment sufficient to help develop and establish a comprehensive metrics program.

Education: Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate level education.
For GS-11: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is directly related to the work of the position to be filled. Examples include, but are not limited to: expert knowledge of the principles, methods, practices, and techniques of instructional systems design (ISD) as it relates to adult education, and in the application of this knowledge in researching, developing, and promoting innovative training; extensive knowledge of learning theory and the principles, methods, practices and techniques sufficient to use a systems approach to ensure proper organization and delivery of course content and allow for the evaluation of all aspects of training programs; practiced knowledge of metrics and needs assessment sufficient to help develop and establish a comprehensive metrics program.

If selected at the lower grade, subsequent promotion to the next grade level will be processed without further competition dependent upon administrative approval and the continuing need for an actual assignment and performance of higher-level duties.

This position has a positive education requirement which requires that you have a degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the five following areas 1) Learning theory, psychology of learning, educational psychology; 2) Instructional design practices; 3) Educational evaluation; 4) Instructional product development; 5) Computers in education and training.
You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.
Proof of Education:
All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
Graduate Education:
One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
