This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Participate in developing program and budget information management policy and command unique information management systems, by gathering, extracting, reviewing, verifying, analyzing and consolidating a variety of narrative and statistical data.
Determine what financial information is needed and is best to support major budget submissions, reviews, reprogramming actions and priorities established for both financed and unfinanced operations.
Monitor overall execution of appropriated funds.
Prepare a variety of budgeting and financial reports covering status of funds, expenses, and obligations.
Collect direct and reimbursable fund data and management information in support of special or recurring areas of management interest.
Monitor and evaluate all Planning, Programming, Budgeting, and Execution System (PPBES) related documentation to build a base of expertise to be used in quick response analytical requirements and long range planning forecasts.
Prepare fact sheets, information papers2, and other similar papers during all stages of planning and programming and occasionally during budget formulation.
Maintain historical data, audit trails, and files on United States Military Academy Resource Requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) monitoring the use of an organization's funds to ensure obligations or expenditures are in accordance with existing laws and/or regulations; 2) formulating and/or developing budget estimates; 3) analyzing funding or programs for an organization; and 4) utilizing financial, accounting, or other related software or databases to analyze budgetary data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, Business Management, or another related field.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
