The primary purpose is serves as a professional engineer at command HQ level applying engineering experience to manage programs and perform program analysis integrating multiple engineering disciplines to analyze, develop, evaluate issues, and coordinate recommendations to resolve substantive problems and issues.
Duties
Applying engineering experience across multiple disciplines, analyzes, develops, and evaluates issues; and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations for the full spectrum of combatant command engineering, facilities, and infrastructure programs.
Documents planning and programming decisions in appropriate formats to meet USSC, Joint, DoD and service component requirements.
Actively participates in strategic planning and special projects / assignments to improve engineering functional direction and focus using strategic planning tools and techniques.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.
Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.

- Incumbent may be subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. (CON'T)
- Extended shift work, and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
- May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime to provide direct support to leadership, conferences, or special initiatives or programs related to the COCOM mission.
- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
- The position is a position of trust and confidentiality in that the position is privileged to high-level discussions and access to classified material that must be protected from common knowledge or information leaks.
- A degree in Engineering or Architecture at the bachelor?s level from an ABET accredited institution is highly desired. An advanced engineering degree, such as a Masters or a PhD is preferred.
- Professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is desired but not required.
- May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
Basic Requirement for GS-0801: Plans and Programs Engineer
A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. AND
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Professional knowledge of engineering concepts, principles, theories, and practices applicable across a broad range of engineering disciplines (civil, systems / industrial, electrical / electronic, mechanical, structural, etc). Knowledge of fields necessary to fully integrate, provide oversight, develop, and manage projects to include architecture, estimating, scheduling, environmental science, military installation facilities and infrastructure management, project programming, construction management, life cycle management, communication / cyber, etc. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, space operations, deployment, foreign military sales, facility and infrastructure planning and programming, acquisition, weapon system/training device upgrade/modification, PPBS, and similar operations. Knowledge of the federal planning, programming, budgeting, execution system and underlying work classification, acquisition, fiscal, and related resource management practices, regulations, policy, and laws to develop and execute projects and build programs to compete across agencies and fiscal years for funding. Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of database management concepts, advanced statistical analysis and associated tools, and processes and IT tools used by diverse entities to advocate and compete for programmatic funding and track inventories of property, infrastructure, inventories, project / program status, and subordinate / underlying datapoints. This definition of specialized experience is typical of work performed at the GS-11 grade/level or equivalent in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
1. Professional knowledge of multi-disciplinary engineering concepts, principles, theories, and practices; knowledge of related fields to include construction, architecture, environmental science, military installation facilities and infrastructure management, communication / IT, and project programming and work classification to ensure compliance with applicable laws, regulation, standards, and codes.
2. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, acquisition, weapon system/training device upgrade/modification, Space operations, mobility, or similar operations.
3. Knowledge of Joint, service component and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning, programming, developing documentation to advocate for project funding, and execution of military operations and evaluations. 4. Knowledge and skill in project programming, project management, estimating, scheduling, and evaluation programming and supporting documentation; knowledge of federal contracting, acquisition, and fiscal law and processes to advocate for funding through formal channels and the DoD Planning, Programming, and Budget Estimating System
5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
6. Ability to plan, organize, communicate (both orally and in writing), and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
