This position is located in the Bureau of Land Management-Oregon/Washington State Office. The incumbent will serve as a Supervisory Human Resources Specialist supervising one of two teams in Human Resources Services, directing Human Resources programs associated with the recruitment and placement program.

Duties

This program encompasses the following primary functions: upholding merit system principles and prohibited personnel practices; development and issuance of personnel instructions and policies; position and organizational management; maintenance of personnel records; pay administration; and other programs as assigned. Major duties include the following but not limited to: Plan, organize, and direct the activities of subordinates, ensuring that the staffing, position management, pay, and management analysis work complies with legal and regulatory requirements and meets customer needs. Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Operate the Delegated Examining Unit (DEU), ensuring certification of individuals conducting DEU activities. Regularly provide authoritative guidance on complex problems or issues that are new, highly controversial, and/or precedent setting in nature. Review recruitment and placement activities and provide authoritative advice on complex and multi-faceted matters. Provide technical direction and interpretative guidance to assigned staff, assuring compliance and conformity with applicable laws, rules, regulations, and delegated authorities. Establish work procedures, processes, and methods for the accomplishment of work activities. Direct major program operations including recruitment and placement, position classification and management, outreach and diversity initiatives, and personnel records system processing and maintenance.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing technical leadership, coaching, and/or oversight of the recruitment and placement program; (2) planning work assignments, reviewing work performance, recommending selections/promotions/separations, or resolving work problems; (3) directing operations in the areas of position classification and management, outreach and diversity initiatives, pay administration, and/or personnel records system processing; (4) providing guidance to assigned staff and other officials on applicable laws, regulations, or authorities. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).
