Duties
ADDITIONAL INFORMATION: The incumbent will serve as a Logistics Officer in the NGA Installation Operations Office (SIO), Enterprise Property Management Division (SIOP), Operations Branch (SIOPO). Support the Chief, SIOP, and the Accountable Property Office (APO) in managing the Enterprise Property and the Total Asset Management (TAM) program. Team lead for SIOPO, a combination of government and contractors, in the physical and financial accounting of the multi-billion-dollar Enterprise Property, Plant, and Equipment (PP&E), a significant part of the Agency's budget, which includes real property, personal property, and internal use software. Responsible for the annual inventory plan, successful management and sustainment of the Accountable Property System of Record (APSR) for the most accurate accounting of Enterprise Property. Ensure Enterprise Property is successfully accounted for, recorded, and documented in the APSR for the entire life cycle from acquisition to disposition to ensure accuracy. Collaborate with contract Program Managers (PMs), Contracting Officers, and Contracting Officer Representatives to ensure compliance with TAM governance and policies as developed by SIOP in compliance with DoD and IC directives. Maintain a robust network of Agency Asset Custodians, Program Asset Managers, and PMs responsible for the accounting of property, while maintaining a quarterly training program providing updates on all changes in business processes, evolving tools, and audit readiness procedures. Ensure a wall-to-wall property inventory is conducted annually and recorded in the APSR. Direct planning, development, and implementation of the overarching TAM program policy, standards, processes, and guidance. Provide vision, focus, leadership, and teamwork to SIOPO, and plan and manage the branch's personnel to provide the necessary tools, training, and supplies to execute the mission.Additional Application Requirement: You may be asked to complete one or more assessments in addition to the application you submit on this website as part of your application to NGA. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience in enterprise property management practices, to include advising customers on property accountability requirements.2. Demonstrated ability to communicate verbally and/or in writing with co-workers, leadership, customers, and mission partners on logistics related matters.3. Demonstrated experience in logistics program support activities, to include supply chain management; inventory management; accountable property records management; contract property administration; and, government property disposal.4. Demonstrated experience in data management and performing data analysis on large logistical populations of data. 5. Demonstrate experience leading a team.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in logistics or supply chain management, or a related field that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in logistics or supply chain management, or a related field that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA certification may be required for this position; see Position License and Certification Requirements below for additional details. DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated an understanding of logistics policies implementing Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation (DFAR) as they relate to Government Furnished Property (GFP).2. Experience as an Accountable Property Officer, Property Administrator or Plant Clearance Officer.3. Demonstrated ability to complete assigned tasks under tight time constraints.
