About the Position: This position is located in the USACE Huntington District, Operations and Readiness Division, Hinton, WV. You will function as the technical expert for the area office projects within the assigned drainage basin, providing direction, coordination, oversight and implementation of natural resources management and environmental compliance program activities.

Duties

Conduct annual environmental compliance inspections for Environmental Review Guide for Operations (ERGO) procedures as stated in applicable Corps policy and guidance for all projects within the assigned area. Ensure proper procedures are adhered to in the storage, handling, and disposal of hazardous waste. Prompt and coordinate environmental training for project personnel in various environmental requirements. Work closely with state regulatory agencies to ensure Notices of Violations are prevented or remedied immediately. Provide continuous evaluation, program direction, and coordination of the recreation and natural resources management activities at water resource development projects throughout the district. Apply professional principles of wildlife management, land management, soil conservation, park planning, policy and administration, public use management, as well as other biological and social sciences to the recreation program for the project. Initiate correspondence, directives, conferences, program consistency reviews, and benchmarking for all matters pertaining to assigned areas of responsibility. Prepare and review plans related to environmental compliance requirements, including spill prevention and response plans and pollution prevention plans. Serve as alternate supervisor as needed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to successfully complete initial and annual physical examination.
  • Required to successfully complete initial and random drug testing.
  • Position requires employee to work as Dam Tender at location(s) assigned.
  • Duties include working alone in remote areas; prolonged standing, bending, stooping, climbing, and walking over rough terrain to monitor the natural resources and environmental programs; and working around and over water while dam tending.
  • This position requires to wear and maintain a USACE uniform.
  • Required to obtain and maintain a Corps of Engineers certification to operate a motorboat and UTV (Utility Vehicles).
  • This position requires incumbent to obtain and maintain citation authority.
  • This position requires work in all types of inclement weather from sub-zero to extreme heat.

Degree: bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. To Qualify for GS-09: Specialized Experience: One year of specialized experience which includes providing visitor assistance, patrolling land and waters, camping and day use facility operations and recreation area maintenance; reviewing project operation and maintenance activities to ensure environmental compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To Qualify for GS-11: Specialized Experience: One year of specialized experience which includes planning and implementing environmental, recreational, and natural resources management activities at a water resources project; providing visitor assistance, patrolling land and waters, camping and day use facility operations and recreation area maintenance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Program Management OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
