You will serve as an ASSISTANT INSPECTOR GENERAL in the OFFICE OF THE IG at the U.S. NAVAL ACADEMY.

Duties

You will plan, schedule and conduct assigned inspections, as determined by the IG, in a timely manner to assess compliance with governing directives and internal controls. You will receive and analyze incoming complaints and requests for assistance from military, military family members, DOD civilian, retirees, contractor personnel, and other personnel. You will independently conduct investigations of hotline complaints including military whistleblower complaints as assigned by the IG. You will assess internal controls and to manage risk in order to support achievement of mission goals and objectives. You will serve as the IG office coordinator for non-IG functions, including procurement, records management, and as the information management for automation and request for telephones, computers, software, and IT equipment. You will assist in performing the audit liaison function for audits, inspections, surveys, reviews, and studies by audit agencies including the Government Accountability Office, DoD Office of the Inspector General, and the Naval Audit Service.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Maintaining/completing required NAVINSGEN training, proficiency, currency, and experience necessary to achieve and maintain NAVINSGEN inspector certification as outlined in NAVINSGEN M-5000.1 (Certification Manual).

Qualifications

For the GS-12 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising personnel on Inspector General (IG) inspections and assessments; 2) Investigate hotline allegations and complaints to determine violations; 3) Recommending actions to correct deficiencies and strengthen internal control to help ensure government resources are effectively and efficiently managed; and 4) Briefing managers, leadership, and senior officials on case status, findings determined from a complaint or allegation, recommendations, and follow-on actions. For the GS-11 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Tracking the progress of review recommendations to ensure activity corrects the deficiencies; 2) Coordinating with appropriate personnel on IG investigations; and 3) Evaluating internal controls to comply with laws and regulations and promote economy, efficiency, and effectiveness in the administration of organization's programs and operations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience for the GS-11 position:

Possess a completed Ph.D. or equivalent doctoral degree OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR Have successfully completed an LL.M. degree that is related to the position being filled OR Have a combination of experience and graduate education as described above that equates to one year of experience.
