The incumbent serves as an Administrative Operations Specialist and will be responsible for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management.

Duties
Duties listed below are at full performance level.
Advises management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce resources.
Keeps management informed of new or revised administrative policies, regulations, and procedures that affect the organization.
Develops procedures to increase the general flow of information and overcome bottlenecks in the administrative process
Serves as the organization workforce advisor coordinating organizational needs with requirements, directing the initiation and processing of personnel actions and facilitating the accomplishment of various workforce programs
Plans, develops, and executes the unit?s administrative functions.
Supervises the unit's administrative staff.
Communicates on a regular basis with internal and external customers.
Requirements

Qualifications

Specialized Experience Requirement:
GS-12: Applicants must have one year of specialized experience equivalent to at least to the GS-11 grade level: Qualifying specialized experience includes meeting two or more of the following: Oversaw a program that consisted of a variety of functions that included incoming/outgoing correspondence, records management, publications/forms management, administrative standard operating procedures, administrative internal controls, and organizational files management; provided advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management; planned and conducted complex analytical studies of organizational elements and works to identify problems and approve resource utilization, administrative support, and management effectiveness; planned the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
