This position is located in the Department of Veteran Affairs. VA Regional Office, reporting to Regional Office Senior Leadership in the locations listed above. The incumbent serves as a Program Specialist responsible for providing performance management and technical support for the regional office HR Program.

Duties

The Major Duties of the Program Specialist are not limited to: Provides management advisory services regarding the development and maintenance, focusing on strategic plans and goals, and employee development programs. Provides advice and assistance to employees and managers regarding human resources management programs and policies. Assists in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources. Studies and advises managers and supervisors on staffing requirements, resources, which involve a high degree of complexity. Provides technical advice and assistance and disseminates human resources information to Regional Office managers and employees. Work Schedule: Full time, Monday through Friday, 8:00 AM to 4:30 PM. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2023. Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. To qualify for the GS-09 grade level: Applicants must have one year of specialized experience in the Federal service or equivalent public or private sector experience equivalent in difficulty and responsibility to the (GS-07) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience performing employee and management advisory services for specific requests requiring research of human resources policies and practices relating to staffing, employee relations, or benefits. Examples of specialized experience would typically include but are not limited to: Providing advice regarding appropriate levels of personnel actions. Providing leaders and employees with information and interpretations of the organization's policies, procedures, and guidelines; and/or Guiding employees in resolving primarily common work-related or personal problems; OR Applicants may substitute education for the experience required for the GS-09 level. You must have successfully completed amaster's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., that is related to the position. (You must submit transcripts) OR Applicants may also combine education and experience to qualify at the GS-09 level. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (You must submit transcripts) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
