This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Fort Peck Project is located in northeastern Montana on the Missouri River about 17 miles southeast of Glasgow, Montana. The Project encompasses Fort Peck Dam and Lake and is responsible for the operation and maintenance of the facilities.

Duties

Independently plan, organize, coordinate and perform various functions relating to budgeting, accounting and statistical reporting. Adjust account balances to reflect the effects of transfer, obligations, de-obligation, expenditure, etc. Process and record budget related transaction such as request for fund commitment and obligation document, ensuring that transaction are within regulatory guidance and availability of fund. Analyze, formulate, justify, and revise annual budget estimate for salaries and operating fund. Review funding authorization document and a variety of reimbursable order. Incumbent has access to the Secure Web Fingerprint Transaction (SWIFT) database/system, and, is responsible for obtaining and submitting employees' fingerprint via the SWIFT. Serve as Budget Technician for the Project.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to obtain a Financial Management Level 1 certification in compliance with Department of Defense and Department of the Army requirements for this certification program.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-07 Specialized Experience: One year of specialized experience which includes 1) Track budgetary transactions in support of budget analysis. AND 2) Extract budgetary data to input into financial reports. AND 3) Verify financial reports are accurate and meet budget requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting, Financial Management or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
