Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Water Resources Specialist. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Lower Colorado Basin Region, Southern California Area Office located in Temecula, CA. Full time telework is not available for this position.

Duties

Performs a variety of technical work in support of water resources planning and study. Participates in the implementation of general planning studies, primarily related to water development and management through extensive consultation with Federal, state, and local water user groups within SCAO's geographic area. Assists with gathering and assessing budgetary needs and monitors expenditures and requests funding for Bureau of Reclamation's (BOR) involvement in new initiatives and activities both from BOR's programmatic budget as well as other agencies. Assists staff with budget coordination for Reclamation-wide and region- wide water conservation budgets, which includes helping other area coordinators accomplish assigned budgets and attend budget coordination meetings on a regular basis. Serves as a Grants Officer Technical Representative (GOTR) and/or as a Contracting Officer Representative (COR) on assigned water related resources grants and projects.

To qualify for the GS-09 level: Your resume must reflect one year of full time experience equivalent to the GS-07 level assisting with project or programmatic budgets; inputting, gathering, and/or retrieving data in order to support analysis and upward reporting; OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR Combination of education and experience. To qualify for the GS-11 level: Your resume must reflect one year of full time experience equivalent to the GS-09 level working with project or programmatic budgets; inputting, gathering, and retrieving data in order to support analysis and upward reporting; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR Combination of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 08/18/2023.
