THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a RESOURCE MANAGER, Position Description Number T5432000 and is part of the PA Construction and Facilities Management Office, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a RESOURCE MANAGER, GS-0501-12, you will serve as a principal advisor to the CFMO regarding resource management. Oversee and perform program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting. Provide expert guidance in the development and preparation of budget submissions, execution and closeout. Analyze and interpret historical information and determine cost-factors for negotiated agreements. Plan and schedule work in a manner that promotes a smooth flow and even distribution. Perform other duties as assigned.

  • This is a Financial Management Level 2 Certified position. Employee will be required to comply with all Department of Defense requirements of this certification program.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position. AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. Supervisor for this position is COL Francis Montgomery. DOD Level 2 FM Certification required within 2 years of hire. *NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. GENERAL EXPERIENCE: All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded-position and, must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. However, a new hire federal civilian service program applicant should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0501 position descriptions' resulting job analysis information and crediting plan data. SPECIALIZED EXPERIENCE: Application must have at least 24 months of broadening finance, resource management, accounting and/or audit program experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences included training and guiding employees on finance programs and assigning tasks. Experiences involved balancing finance program work requirements, finance and budget program policies, and providing advice, mentoring, and direction on a wide variety of tasks; and addressing employee performance issues. Experienced in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have demonstrated experiences and/or endorsements on mentorship competencies that were provided to employees. Supervisory experiences improved training applications for career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have working knowledge of equal employment and affirmative action programs. Must have completed all academic education requirements. Must have a thorough knowledge of execution of NGB and state programs to ensure adherence to statutes. Must have a comprehensive knowledge of NGB and state goals, objectives, and priorities. Skilled and knowledgeable on working the budget program. Experienced in the identification, analysis, and resolution of a range of budgetary problems associated with program execution. Skilled in applying analytical reasoning in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions that resolved conflicting goals and objectives. Must have working knowledge of the format and composition of financial documentation to support all budget processes. Experienced in using public laws that govern multiple ARNG and state program appropriations. Has a working knowledge of state and Federal accounting systems that administer CFMO programs. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Education
