This position is located in the Police Service at the James J. Peters, Bronx VA Medical Center performing work involved with routine maintenance, overhaul, repairing, testing, and installing a limited variety of locking devices typically found on doors, desks, compartments. The work includes the manufacture and duplication of keys and the keying and combination of locking mechanisms.

Duties

Major Duties: Opens locks when keys are missing, removes broken keys from keyways, disassembles, performs operational checks, visually checks parts for wear and defects, cleans and replaces parts, reassembles, and reinstalls locking devices. Installs locking mechanisms in doors, office equipment, safes, etc., and recombinates or rekeys locking devices. Performs routine maintenance, overhaul, and repair of standard types of mechanical locking devices such as mortise, rim, key-in-the-knob, deadbolt, office equipment, padlocks, and emergency exit locks. The locks usually contain limited numbers of parts and components with few operating relationships which would complicate the troubleshooting and repair processes. Uses a variety of tools and equipment common to the trade. Applies standard work practices and techniques and works within the framework of guidelines and instructions. Applies standard trade practices in installing, disassembling and replacing worn or damaged parts, rekeying and recombinating locking mechanisms. Selects tools and technical diagrams and manuals, determine work sequence, and obtain parts necessary to complete repairs. Performs other related duties as assigned. PHYSICAL EFFORT AND WORK CONDITIONS: The work seldom requires lifting or carrying of items weighing in excess of 15 pounds. The Locksmith Worker frequently stands, stoops, bends, kneels, and works in awkward positions when installing and opening locks and emergency exit hardware on-site. The work is normally done inside in areas that are well lighted, heated and ventilated. Occasionally work is done outside in bad weather or in areas that are drafty and poorly lighted. The Locksmith Worker is exposed to the possibility of cuts, scrapes, and bruises. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements.
