Duties
As a Senior Financial Analyst, you will:
-Ensure that Office financial management systems are fully implemented and used to prevent or identify issues of waste, fraud and abuse.
-Meet with CPD team members and grantees to enhance the quality and effectiveness of HUD plans and programs.
-Be responsible for advising, assisting or training, HUD staff as well as local community officials, non-profit or for-profit entities, consultants or contractors on fiscal matters pertaining to CPD programs.
-Maintain financial status records and be well versed in all aspects of financial management systems grantees use to receive HUD funds and report their utilization, including IDIS.
-Monitor and evaluate the financial operations of each recipient as they affect HUD programs using risk analysis and field monitoring techniques. These methods include in-house reviews, on-site visits or remote reviews of recipient organizations and sub-grantees to assess the financial management systems and the documentation required to be maintained in the records.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Providing comprehensive financial management experience with community development programs; AND
- Ensuring financial accountability and compliance with federal rules, regulations, laws and policies; AND
- Applying general accepted accounting, auditing standards and procedures for conducting grants management oversight; AND
- Using financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions, securities markets, investments, and banking.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
