About the Position: Serves as an Emergency Management Specialist supporting the National and Natural Disaster Emergency Management Programs for the New York District. Duties

Coordinate with the Emergency Manager the development of preparedness operational programs. Plan for mobilization for national emergencies: continuity of operations; natural disasters; technological emergencies; emergency employment of Army resources. Develop and/or assist with the development of the District?s All Hazard Plan, Continuity of Operations Plan (COOP), Recovery Plan, EM Training and Exercise Plan. Monitor day-to-day operation of Emergency Operations Center. Develop and participate in EOC operation for both National and Natural Emergency Preparedness activities. Prepare revisions to District Response Organization. Develop and/or assist with the development of plans, and/or the revision of plans, for the Alert Notification System. Analyze and assess operations orders issued by higher headquarters to determine implicit and implied tasks at the District level. Maintain a wide array of contacts for the District with other agencies to ensure that Corps emergency authorities and capabilities for support remain current.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Requires pre-employment financial disclosure and annually thereafter.
  • Possess or obtain and maintain a valid state Driver's License.
  • Subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Required to participate in flood control project inspections and special assignments involving levees, pump stations, which require climbing, and other physical demands.
  • Subject to performing response activities in temporary field locations and adverse weather conditions.

Specialized Experience: One year of specialized experience which includes: 1) reviewing emergency preparedness plans to make needed updates; 2) experience coordinating emergency exercises to test compliance with published plans; and 3) experience in emergency operations to provide guidance in incident response. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Incident ManagementPlanning and EvaluatingProblem SolvingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
