The primary purpose of this position, Fire Protection Specialist, is to serve as the expert Fire Emergency Services Operations Program Manager, FES Division in the Readiness Directorate at the Air Force Civil Engineer Center, a Field Operating Agency to the Office of the Air Force Civil Engineer with responsibility for directing activities of the USAF FES Operations.

Duties

- Serve as a Program Manager and expert on a full range of emergency response services including structural fire suppression, aircraft rescue fire fighting, technical/confined space rescue operations, emergency medical services, response to hazardous material/weapons of mass destruction/terrorism, wildland fire fighting, vehicle extrication, the incident command structure and firefighter safety programs for the Air Force. - Manage the AF enterprise fire vehicle modernization, sustainment and depot level maintenance programs; and develop and maintain a prioritized vehicle replacement list. - Serve as the Air Force FES Emergency Medical Services (EMS) Delivery Program Manager. - Establish, develop, and maintain effective working relationships with International and National Fire Service and Safety organizations and agencies.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: The applicant must have one year, or will have one year within 120 days of closing of this announcement, of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-12), pay band or equivalent. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Laws, National Consensus Standards, DoD and USAF directives governing FES and Hazardous Materials (HazMat) program requirements. 2. Knowledge of theory, policies, principles, methods, techniques, and practices of firefighting and rescue operations. 3. Skilled in the use of computers (software, data management and technical support) utilized within the program to perform program analysis and generate written products and presentations in various communication mediums. 4. Knowledge of mission, roles, functions, organizational structures, and operation of DoD and AF FES organizations to provide staff guidance in implementing DoD and AF FES policy. 5. Ability to analyze data, identify trends or needed corrections and provide effective solutions to problems to meet program requirements/objectives within available resources. Must be certified by the DoD Fire and Emergency Services Certification Program, IFSAC and/or a ProBoard accredited entity as Fire Officer IV (includes Fire Officer I, II, III), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HazMat Incident Commander (includes HazMat Awareness, HazMat Operations), and Airport Firefighter (includes Firefighter I, II). Please provide copies of certification with your application. This position has been designated as Key. In the event of a crisis, selectee must perform the Key duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: *PHYSICAL DEMANDS: The work is primarily sedentary. Some physical effort may be required such as walking, standing, bending, occasional carrying of moderately heavy (15-44 lbs.) items, driving a vehicle, etc. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. *WORK ENVIRONMENT: The work environment involves moderate risks or discomforts which require safety precautions typical of such places as vehicle and equipment manufacturing plants, storage facilities, industrial complexes, etc. These risks are associated with visits to investigate a field incident where fire hazards/hazardous materials may be encountered.
