This position is located in an Area Office in USDA/Rural Development (RD). The Incumbent serves as a key member of the State Director's staff, participating fully in the planning, development, and implementation of rural development and assistance programs. Duties

Leads efforts to coordinate RD programs at the local level and to ensure there is a cohesive system of service delivery to rural America. Participates in the development of the State Strategic plan by researching opportunities and challenges specific to the geographic, social and political factors. Serves as a technical resource for loan servicing activities and/or performs loan servicing activities, credit counseling and transfer of borrowers to private credit through graduation. Provides credit counseling to those involved in litigation or liquidation, those which are delinquent and those where graduation to other credit is in order. Leads the marketing efforts to promote the programs and services of RD in the area served.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). For the GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Experience in planning varied loan assistance programs. Experience which includes developing, and implementing various loan assistance programs. Formulating objectives. Allocate available resources necessary to effectively implement loans and grants. Experience with loan programs in either cooperatives, single-family housing or community facility. Perform administrative supervision; or similar work. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
