The Supervisory Program Specialist serves as the Program Specialist for the administration and coordination of the Appointment Management System which includes ACCESS to Veterans Care, Consult processing and scheduling at the VA Lecanto and Brooksville Community-Based Outpatient Clinics. The Supervisory Program Specialist reports directly to the Assistant Chief, Health Administration Service
Duties
Duties include but are not limited to:
Responsible for staffing, reviewing applicants, performance based interviewing and selection of new employees.
Analyzing clinical and administrative processes related to information and patient flow
Completes performance appraisals on all employees in accordance with guidelines.
Interpreting and applies laws, regulations, policies, standards, or procedures to specific compliance matters.
Completes daily, monthly, quarterly and annual reports and statistical data analyses as required by management.
Managing, leading, or administering programs, projects, operations, or activities.
Observes staff performance, provide performance and productivity input and taking appropriate steps so recommend and/or effect changes when needed to enhance employee and section.
Participating in team huddles and meetings to manage and plan patient care; this requires working collaboratively in an interdisciplinary coordinated care delivery model (i.e., patient aligned care team, or other specialty care setting.
Monitoring the clinic consultations in accordance with the VHA National Scheduling Directive guidelines.
Assisting other service in the medical center to achieve workload studies by providing pertinent information.
Implementing patient intake activities aiming to meet performance objectives and revenue targets.
Supporting the decentralized travel voucher system under the Beneficiary Travel Program, and performs other duties as assigned.
Work Schedule: Monday - Friday 7:30am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Managing, leading, and directing supervisors and support personal which includes patient appointment management, inpatient intake, eligibility and travel processes.
Support and implement healthcare policies related to scheduling and customer service.
Identifies and resolves problems associated with Health Administrative scheduling applications.
Implementing plans and evaluating the administrative management, education, and staff workloads.
Managing clinical coverage and clinical overtime budgets.

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: Work is performed in a well-lit, ventilated and climate controlled office setting. Special violence prevention in the workplace safety precautions are necessary as work involves everyday risks typical of a hospital with psychiatric patients, patients representatives, visitors who may become upset, confrontational, angry or rude. Since work requires a high level of interaction with patients in close proximity to clinic care areas, employees may be exposed to communicable diseases. The work is in a fast-paced, busy environment with multiple interruptions. Other physical demands include reaching, bending, stretching, walking and carrying light loads of supplies or files.
