This position is located in the Bureau of the Fiscal Service, Office of the Deputy Commissioner Transformation and Modernization, Procurement Office. The Deputy Commissioner for Transformation and Modernization is focused on an enterprise view and ensures that the bureau's plans, resources, external relationships and support, and infrastructure are aligned.
Duties
As a Small Business Specialist, you will:
Serve as a liaison between vendors, contractors, staff, management, Treasury's Office of Small Disadvantaged Business Utilization (OSDBU) and the Small Business Administration (SBA) in developing and encouraging opportunities for small business concerns and maintaining a small business outreach program.
Provide technical advice to managers and contracting officers (COs) on the nuances of the small business program.
Provide staff and program offices/CORs training sessions on the small business program for FS and our customers.
Provide guidance on latest changes, updates, need-to-know information in monthly meetings, monthly newsletters, and SharePoint news bulletins.
Reviews acquisition strategies to make sure they are in compliance with regulations and policy.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your resume.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position must include ALL of the following:
- Working with acquisition staff on small business matters; AND
- Communicating orally and in writing with internal and external colleagues; AND
- Running and analyzing reports and making recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the GS-13, you must have been at the GS-12 level for 52 weeks.
