Duties

Major Duties for the GS-5: The incumbent performs emergency and non-emergency dispatch and call taking services for public safety incidents and operations in a regional communications center serving multiple National Parks. Monitors and tracks equipment and personnel such as law enforcement, structural fire, wildland fire, aviation, vessels, and search and rescue using a Computer Aided Dispatch (CAD) program. Operates a multi-frequency radio console and prioritizes radio traffic and related communications. Utilizes NCIC and other law enforcement databases and records management systems. Other duties include: records management, general public assistance, assistance to other park offices and partners, and projects as assigned in support of the Visitor and Resource Protection Division. Major Duties for the GS-6: Duties as described above working independently within guidelines and policies making minor deviations as needed based on experience. Major Duties for the GS-7: Duties as above and independently serves as a senior dispatcher that provides public safety dispatch operation and training in a complex multi park environment. Duties will be developmental in nature when filled below the full performance level. Physical Demands: Incumbent must function efficiently in a confined space for extended periods with no breaks and no opportunity to leave the confines of the Communications Center. The dispatcher is considered an "essential employee," meaning he/she is required to work most holidays, report for duty during adverse weather conditions, and be expected to work for long hours exceeding normally scheduled shifts in case of emergencies. Position is sedentary with high amounts of stress. Incumbent is subject to shift work, rotating shift work, and uncommon tours of duty. Work requires use of the voice in vocal communications for periods of hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable. Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously. Incumbent must be able to read critical information from multiple sources, including computer screen, fax, and written log quickly and accurately. The work is of an emergency nature and is emotionally stressful. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment and to maintain written logs. Work involves occasional lifting of boxes and supplies up to weights of 50 pounds. Working Conditions: The work is normally performed in a well-lighted and temperature-controlled room. Noise levels are routinely high due to electronic equipment, telephones, radios, and other discussions ongoing in the performance of duties. The setting is typically confined and secure, and entrance and egress is controlled. During the training period and/or on other occasions, the incumbent will be assigned to accompany field law enforcement personnel in patrol vehicles to learn or gain a more detailed familiarization with agency field operating procedures and jurisdictional boundaries. Incumbent may not leave the center unless relieved by another qualified dispatcher. Located in Northeast Ohio, Cuyahoga Valley National Park is situated along 22 miles of the Cuyahoga River Valley in a suburban setting between the cities of Akron and Cleveland. The park is predominately natural forest and meadow with some areas of agriculture and excellent outdoor recreation opportunities. Winters are moderately cold with average temperatures in the 20 to 30 degree range. Heavy snowfall is not unusual. Summers are moderately warm, average temperatures in the high 70's and 80's with occasional warm spells in the 90's. Rural, suburban, and urban communities are all within a reasonable commuting distance. Excellent K-12 schools, numerous colleges, universities, hospitals, world class cultural attractions, entertainment, recreational opportunities, and professional sports are available in the area. Qualifications

All qualifications must be met by the closing date of this announcement-08/21/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) performing clerical work in direct support of the emergency communications center; (2) assisting with public safety dispatching (e.g., law enforcement, emergency medical, search and rescue, and fire); (3) monitoring and/or responding to radio communications and (4) assisting with answering 911 calls using emergency reporting systems. You must include hours per week worked on your resume. -OR- EDUCATION: Successful completion of 4 full years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. You MUST submit a copy of your transcripts credit hours in order to qualify based on education. A copy of your official transcripts will be required before entrance on duty, if selected. -OR- Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You MUST submit a copy of your transcripts indicating degree earned and credit hours in order to qualify based on education. A copy of your official transcripts will be required before entrance on duty, if selected. To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:(1) providing public safety dispatching (e.g., law enforcement, emergency medical, search and rescue, and fire) operations in the communications center; (2) providing instructions to callers for medical emergencies using an approved Emergency Medical Data card-set; (3) operating with law enforcement computerized databases such as national law enforcement telecommunications system (NLETS), criminal justice information system (CJIS), national crime information center (NCIC) and; (4) preparing records to capture all significant events for later analysis. To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as (1) providing public safety dispatching (e.g., law enforcement, emergency medical, search and rescue, and fire) operations in the communications center; (2) prioritizing and/or responding to all 911 calls; (3) utilizing emergency systems to coordinate response and; (4) providing training on law enforcement and/or public safety dispatching systems. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education for the GS-5 grade level, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
