The primary purpose of this position is to serve as a program manager for command wide Information Technology Asset Management. Responsible for providing sound technical expertise, management, and oversight of related policies, procedures, concepts and agency policies of related program areas to ensure effective management and compliance.
Duties
Manages the Information Technology Asset Management program. Develops goals and objectives to ensure the current and future state of Information Technology (IT) assets meet the ever-changing requirements of the organization.
Serves as the command level IT hardware and software program manager. Develops, implements, and/or ensures compliance with plans, policies, guidance, procedures, and standards that govern IT hardware and software acquisition, life cycle sustainment, software security and end of life disposition.
Leads customer technical assistance, support and training. Establishes, develops, and maintains effective working relationships with all levels of personnel/management within the supported bases and peer organizations.
Functions as a senior technical advisor on contract and budget activities.
Represents the organization at conferences and meetings and presents briefings. Leads and/or participates in discussions, meetings, conferences, committees, or special IT projects.

- The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s).
- The incumbent may be subject to a counterintelligence scope polygraph.
- Bachelor's degree in Information Systems, Engineering/Technology or a related discipline is highly desired.
- Working experience with contracts and contractor personnel is highly desired.
- Incumbent must have excellent critical thinking skills and the ability to work on extremely complex and sometimes unsolvable problems.
- May occasionally be required to work other than normal duty hours.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- This is a Centrally Managed position in the Cyberspace and Information Technology career field.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one (1) year of specialized experience equivalent to the GS-12 grade level or equivalent in other pay systems. Specialized experience includes broad, expert knowledge of communication and information systems management in the Air Force sufficient to review and evaluate a wide variety of programs in support in support of AFOSI IT Asset Management responsibilities Comprehensive knowledge to lead, or serve as key member, on special study groups for long- range IT Asset Management policies, plans, programs, operations and support activities. Mastery of, and skill in applying IT hardware and software life cycle development methods required to implement and support new or modified IT services, and research unique technical requirements for the development, customization, and/or selection of new hardware and software through the implementation process. Expert knowledge in applying capital planning regulations and policies, such as the Clinger-Cohen Act, Federal Information Security Modernization Act and Federal Information Technology Acquisition Reform Act (FITARA) sufficient to provide input to the capital planning process.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of IT principles, concepts, and methods.
2. Expert knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
3. Expert knowledge of budgetary processes, corporate IT process, regulations, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
4. Expert knowledge of IT systems, concepts and methods, systems architecture, integration techniques, and testing methods.
5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to identify and specify new information systems requirements associated with new requirements/changes to policy/changes to architecture/etc.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
