This position is located in the Food and Drug Administration (FDA), Center for Drug Evaluation and Research (CDER), Office of The Center Director (OCD), Controlled Substance Staff (CSS), located in Silver Spring, MD.

Duties

Incumbent contributes to developing and maintaining Controlled Substance Staff databases and web presence including assisting in the coordination of the Project Specialist work for these projects. Incumbent serves as a consultant with responsibility for providing technical assistance and professional guidance on all aspects of Controlled Substance Staff. Monitors and reports actual status of all activities with the assigned projects through interaction with project participants and, if required, supervisors and directors. Leads the monitoring and coordination of the work of the review team members for the specific drug application review to determine how much progress is being made and if any problems are surfacing. Develops policy formulation and planning, coordinating, and implementing Controlled Substance Staff activities for all offices in CDER involved with controlled substance work. Serves as the primary contact point for all Controlled Substance Staff communications to the Office of New Drugs concerning applications in the assigned drug classes and ensures compliance with all legal, regulatory and policy requirements. Contact with higher level officials in to provide status of project teams to recommend course of action or changes in procedures and to resolve conflicting priorities that impact the drug approval process. Coordinates and lead meeting with professional organizations, industry, academia, and other groups as needed to explore issues surrounding controlled substances management and to develop plans to enhance the program.

Qualifications

The position of Regulatory Health Project Manager falls within the 0601 occupational series. To qualify for this position at grade GS-12/13, you must meet Time-in-Grade requirements by 11:59 pm EST on 08/18/2023. BASIC REQUIREMENT: This position has a Basic Individual Occupational Requirement (IOR). In order to meet the basic IOR you must possess a Bachelor's degree or higher graduate degree in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. You must submit an unofficial transcript to show that you meet the basic IOR in order to be considered for this position. In addition to the Basic Individual Occupational Requirement (IOR) you must also meet the following specialized experience requirement: For GS-12: You must possess one-year specialized experience equivalent to the GS-11 grade level in the Federal Government to include: serving as a project team member reviewing and evaluating regulatory requirements for drug development. For GS-13: You must possess one-year specialized experience equivalent to the GS-12 grade level in the Federal Government to include: coordinating or leading scientific projects in collaboration with regulatory staff in the drug review process; and ensuring legal, regulatory and policy requirements associated with drug development. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. FOREIGN EDUCATION
