About the Position: This position is located at Fort Hamilton in southern New York City, Bay Ridge, Brooklyn, at the base of the world famous Verrazano Narrows Bridge. It is 20 minutes to mid-town Manhattan. Since Spring 1998, the Fort Hamilton Military Community has been home to the North Atlantic Division, U.S. Army Corps of Engineers; New York City Recruiting Battalion; and New York Military Entrance Processing Station. Commuter buses and trains are readily accessible from this location.
Duties
Manages a systematic program for the required inspections of all non-Housing real property facilities (buildings and structures) to include historic buildings.
Ensures that all buildings and structures are quantitatively surveyed and reconciled with the Accountable Property System of Record (APSR), GFEBS.
Responds to requests for information regarding jurisdiction of installation real property.
Responsible for overall data entry into the General Fund Enterprise Business System.
Prepares real estate documents in accordance with Department of Defense and Army guidance.
Conducts land utilization surveys and prepare annual report.
Determines construction categories of work and estimates quantities of units of measure and costs when not clearly defined.
Requirements

- This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Specialized Experience: One year of specialized experience which includes: 1) Assisting with non-housing asset management of real estate/real property databases; 2) Utilizing automated financial systems such as, General Fund Enterprise Business System for overall non-housing real property financial data entry; 3) Inspecting non-housing real property facilities (i.e., buildings/historical buildings and structures). This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Urban and Rgional Planning and Design or Real-Estate. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
