Duties

Area Information Devils Tower National Monument is the nation's first national monument. Located in Northeast Wyoming, it was set aside to preserve the 867-foot column of igneous rock along with prehistoric/historic cultural resources and the plants and animal life of the area. The park is 1,347 acres with an elevation of about 3,800 feet. The climate is usually mild and typical of the Black Hills region. High temperatures can range from the mid-90s in the summer to the 50s in the spring & fall. The three closest communities are Hulett (nine miles), Sundance (28 miles), and Moorcroft (30 miles) which have basic services. The larger communities of Spearfish, SD and Gillette, WY are approximately 60 miles away with many services available. Duties The major duties of the Facility Operations Specialist position include, but are not limited to, the following: Provides facility management for Devils Tower National Monument (DETO) with a diversified infrastructure that includes historic structures, housing units, trails, campground, and picnic facilities. Manages subordinate staff, multi-year/operational budgets, and the utilization of new information technologies. Serves as the facility management expert and member of the park management team to develop and implement management strategies. Actively involved in decisions affecting overall park management policy and operations and contributes to the development and implementation of park management documents. Monitors and evaluates maintenance programs affecting park operations to ensure compliance with, and application of, approved management direction. Contract Management - plans and implements the overall approach to meet the contracting objectives of the maintenance division; analyzes contracting issues and recommends best course of action. Serves as a Contracting Officer Representative (COR) and maintains certification. Assets and Operations - utilizes Facility Management Software Systems (FMSS) for cost effective management of assets; creates, edits, and manages assets for contracts. Project Management - establishes project scope, goals, objectives, deliverables, compliance requirements, and alternatives for maintenance projects; serve as Contracting Officer's Technical Representative. Financial Management - maintains cost records and prepares annual work budget plans for maintenance operations. Recruits and recommends selection of employees. Executes established work plans; establishes work schedules and priorities. Recommends promotions, reassignments, and other personnel actions. Approves leave, sets performance standards and evaluates and awards outstanding performance. Identifies training needs and identifies training opportunities. Resolves complaints or minor grievances and advises employees on matters related to less than satisfactory performance. Actively supports EEO programs and communicates this support to subordinates. Physical Demands: The work requires some physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching or reaching, or lifting moderately heavy equipment or other items weighing under 50 pounds. Working Conditions: include both sedentary office work and field work. Work requires regular and recurring exposure to moderate risks and discomforts associated with production areas, such as working near operating machinery, moving vehicles, or electrical hazards.

Qualifications

All qualifications must be met by the closing date of this announcement-08/21/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked. Please also specify the grade level of any federal position. -OR- EDUCATION: Successful completion of at least a Ph.D., or equivalent doctoral degree, or possess three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Directly related graduate study includes engineering, industrial arts, property management, or business administration. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Only graduate hours in excess of two years (36 hours), is creditable towards meeting this requirement. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
