Duties

You will serve as the PROCUREMENT ANALYST in the Government Commercial Purchase Card (GCPC) Branch (N101B),of the Business Operations Division (N101), in the Contracting Department (N10), of the Military Sealift Command (MSC), Norfolk, VA. You will maintain program oversight and the development and recommendation of program policies, procedures, and guidance. You will perform general contracting, commercial procurement procedures, Simplified Acquisitions Procedures (SAP), and principles. You will perform data collection and analysis techniques and tools to produce reports and briefings. You will manage program, balance program conflicts, and resolve issues to keep the overall program on a successful path.

Qualifications

BASIC EDUCATION: 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. EXPERIENCE: GS-12: In addition to the Basic Education requirement, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience in implementation, proper use, maintenance, and organizational training of all directed eBusiness systems and online tools for use throughout the Directorate. Experience compiling, coordinating, and completing internal and external data taskers, reports, and presentations. GS-11: In addition to the Basic Education requirement, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience managing and providing oversight of assigned MSC GCPC Program Hierarchy, establishing accounts per DoD, DoN, and bank processes and policies. Experience implementing established management controls, performing program reviews and audits, monitoring appropriate uses of GCPC, and maintaining awareness of GCPC program policies and procedures. GS-09: In addition to the Basic Education requirement, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience reviewing business rules and practices, user account information, activity and other reports, and on-line data. Experience ensuring account applications are processed, setting single purchase and cycle limit thresholds in compliance with FAR, DoN, and other policies, and assisting or advising with account management, account reconciliation, and invoice certification. GS-07: In addition to the Basic Education requirement, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience maintaining appropriate user and administration rights to all assigned information technology systems and tools. Experience coordinating and completing scheduled and short-notice data tasks and reports for both internal and external stakeholders. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GS-12: NOT APPLICABLE
GS-11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree
GS-09: 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
GS-07: 1 full academic year of graduate education or law school or superior academic achievement

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
