This position is a Fish and Wildlife Biologist, GS- 0401-13 working in Anchorage, AK for the R7-ARD-Fisheries and Ecological Services.

Duties

As a Fish and Wildlife Biologist incumbent will serve as the Regional Invasive Species Coordinator within Fisheries and Ecological Services (FES). Incumbent will serve as the lead regional expert and U.S. Fish and Wildlife Service (Service) point of contact on invasive species policy, programs, services and activities effecting FES, Service Refuges in Alaska, other federal and state agencies in Alaska, and non-governmental organizations. Incumbent will have frequent interaction with invasive species coordinators in other Service regions, national invasive species coordinators within the National Wildlife Refuge System, Fish and Aquatic Conservation program, and Department of Interior invasive species leads. Responsibilities include, but are not limited to, the following: Directing staff in the delivery of technical assistance, guidance and other support to FES field offices, Service Refuges in Alaska, and Regional Office staff in order to improve invasive species prevention, early detection, rapid response, control, monitoring, partnerships and communications related to Service responsibilities and Department of the Interior directives and initiatives. Managing and overseeing staff management of financial assistance agreements supporting invasive species projects and partnerships. Providing communication across multiple Service programs, setting annual performance targets, and developing and coordinating implementation of invasive species budget initiatives and annual spending plans. Representing FES and National Wildlife Refuge System-Alaska at regional, Departmental and national meetings, workgroups and councils, interagency forums and workshops, and at special events related to invasive species. Serving as official Alaska Region representative or proxy on regional interagency committees that deal with invasive plants and animals. Leading existing regional Invasive Species Team and its associated activities to promote cross-program coordination on invasive species prevention, early detection and rapid response, including implementation of the Alaska Region invasive species strategic intent and the Statement of Cooperation on Invasive Species between FES and Alaska Refuges. Providing leadership to enhance cross-DOI agency planning and coordination for invasive species prevention, early detection and rapid response actions in Alaska. Conducting objective review and substantive analysis of pending legislation, budget proposals, policies, comprehensive conservation plans, strategic growth proposals, and invasive species operations plans to ensure implementation of consistent, accurate, and appropriate invasive species management guidance and processes.

Qualifications

Only experience and education obtained by 08/18/2023 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Minimum Qualification [GS-13] One year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service performing work in or related to the position to be filled. Experience includes: (1) coordinating or overseeing cross-program ecosystem conservation initiatives at statewide, regional, or national levels, including leveraging funds, managing budgets, implementing natural resource policies and directives, facilitating internal and external partnerships, and facilitating the transfer of information between partners; (2) providing administrative, scientific, and technical leadership for an interdisciplinary fish and wildlife management program; (3) managing short- and long-term natural resources management and restoration programs, projects, or assignments, including development of timelines, budgets, partnerships, financial assistance requests, and implementing programs or projects according to schedules; (4) developing operational plans and strategic planning to ensure implementation of consistent, accurate, and appropriate invasive species management and/or habitat restoration guidance and programs; (5) leading and supporting the work of invasive species and/or natural resource professionals engaged in projects and studies related to the conservation of aquatic and terrestrial ecosystems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
