The primary purpose of this position is to serve as the installation Equal Opportunity (EO) Manager.
Duties
Serves as the principal EO advisor to the Installation/Center Commander (Director) and senior leaders.
Performs EO trend analysis and organization climate surveys.
Installation Alternate Dispute Resolution (ADR) Manager.
Represents the installation to a variety of functional area organizations.
Performs supervisory personnel management responsibilities.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Incumbent must attend and successfully complete the Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Program (EOAP)
- within the period specified by the employer when hired and maintain certification through annual refresher training.
- Upon hiring into the position, incumbent must successfully obtain certification in mediation through completion of mediation training, and maintain certification through annual refresher training.
- This position may be delegated the authority to accept and dismiss complaints.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0260 Equal Employment Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and thorough knowledge of EO laws, regulations, Executive orders, federal court decisions, and issues related to the Federal Equal Opportunity program sufficient to direct the installation EO program and meet basic requirements for complying with laws, regulations, and policies. Comprehensive and thorough knowledge of the civilian and military complaint process, principles, regulations, methods, and practices to provide advice to management and employees on legal and procedural program requirements. Thorough and detailed knowledge of the methods and techniques involved in fact-finding, analysis, and resolution of complex problems. Knowledge of the common policies, practices, and operations of the Federal personnel system (both non-appropriated funds (NAF) and appropriated fund), and the policies and procedures for recruitment, selection, labor relations, job evaluation, and other personnel areas. Knowledge of alternative dispute resolution (ADR) concepts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD, Air Force, federal law, executive orders, and local directives pertaining to EO programs.
Knowledge and general understanding of Air Force organizational and federal personnel structure and functions.
Knowledge and practical understanding of organizational and human relations behavior.
Knowledge of safety and security regulations, practices, and procedures.
Ability to gather facts and use non-judgmental and effective analytical and evaluation methods to accurately assess information and make sound decisions.
Ability to plan, organize, and direct the functions and staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
