This position is temporary and may not exceed 1039 hours (six months) in a service year. It may be terminated sooner or extended depending on management needs.
Selectees may be moved between duty stations within park boundaries.
Duties
This position is located in Wrangell-St Elias National Park and Preserve in the Interpretation and Education Division.
The typical season for this position is November/January - May/June but varies during these months due to weather conditions, project needs and funding. Anticipated Entry on Duty: November 2023 - January 2024.
The selectee will conduct research and analyze existing education, employment, volunteer and recreation opportunities for youth living near or within the boundaries of Wrangell-St. Elias National Park and Preserve. This position will consult with education partners in villages, schools, non-profits, agencies and organizations within our region and write a strategic long-term plan to modify our current programs and employment opportunities. This plan will incorporate feedback which reflects our neighbor's values and builds community engagement for our shared stewardship mission. The position will facilitate the development and delivery of educational materials, distant and on-site programs, and pathways to employment that attract and engage priority audiences. This assignment supports existing education and employment programs, establishes and strengthens working relationships with youth leaders associated with our park, analyzes for existing gaps in education and employment options, and consults with central stakeholders to identify resources and shared goals. The analysis generated by this position will be a long-term plan of action to better serve youth in Wrangell-St. Elias National Park and Preserve communities.
Physical Demands: This work may require long periods of standing, walking, and speaking. There will be some travel by vehicle. Work will be with constantly changing school groups and may be physically and intellectually demanding.
Working Conditions: Work is performed both indoors and outdoors and is subject to everyday risks or discomforts that require normal safety precautions.

Qualifications
All qualifications must be met by the closing date of this announcement-08/18/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time number of hours worked. If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
SPECIALIZED EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the federal service (obtained in either the public or private sectors). This experience includes activities such as: developing and serving as lead instructor for youth programs in classroom and/or backcountry settings; designing and producing self-serve educational products; working in close partnership with organization partners such as non-profits and schools to educate students or provide learning material. You must include hours worked per week in your resume.

EDUCATION: A master's or equivalent graduate degree, or at least two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Education must be in a field of major study that is directly related to the work of the position. An example of directly related education for this position is education. Coursework in fields other than that specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must include a copy of your transcripts with your application.

A COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION AS DESCRIBED ABOVE: To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study (for quarter hours, divide your number of quarter hours in excess of 27 quarter hours by 27). To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal at least 100% to qualify using this option. You must include a copy of your transcripts with your application and the hours worked per week in your resume.
Volunteer experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
