Duties
Serve as the Senior Project Engineer, Deputy Resident Engineer, Contracting Officer's Representative (COR) and Administrative Contracting Officer (ACO).
Plan, coordinate and direct the accomplishment of various phases of construction.
Work with contractor representatives in the development and review of construction progress schedules.
Represent the Contracting Officer in negotiations with contractors.
Observe construction at all stages to promote effective and efficient construction performance, identify major problems and take timely action.
Perform various administrative functions relating to monitoring of workload, inspections, compliance with safety requirements, operating budget, public relations, and ordering and safeguarding Government property.
Prepare quality assurance plans and ensure that all construction is accomplished in accordance with proper quality control and assurance procedures.
Advise others in the performance of actions for resolving change orders, claims, differing site conditions, contract delays, and value engineering change proposals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must currently possess and maintain a Professional Engineer (PE) license or Construction Manager (CCM) certification.
- This position has Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
- Must possess and maintain a Driver's License.
- Must possess or obtain Contracting Officer?s Representative training requirements.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
- This is an Army Acquisition, Technology, and Logistics Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent must have or be able to obtain and maintain a secret security clearance.

In addition to meeting the basic education requirements you must meet the specialized experience requirement:
Specialized Experience: One year of specialized experience which includes (1) technical monitoring and administration of multi-million dollar civil works, Operations & Maintenance (O&M) and/or Military Construction contracts; (2) directing contracted work to ensure its quality and compliance with designs and specifications, and (3) tracking progress and status of construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Selective Placement Factor: This position has selective placement factor which must be met prior to employment and for continued employment. Position requires the incumbent to have a state registration/license as a Professional Engineer (PE) license or Construction Manager (CCM) certification.
