Duties

This position serves as the Assistant Data Manager for the South Florida/Caribbean Inventory and Monitoring Network (SFCN) of the National Park Service, which is located in Palmetto Bay, Florida. The network collects biological and physical data that can be used by park managers and other scientists to inform natural resource management decisions in National Parks in South Florida and the U.S. Virgin Islands (Biscayne National Park, Everglades National Park, Big Cypress National Preserve, Dry Tortugas National Park, Virgin Islands National Park, Salt River Bay National Historical Park and Ecological Preserve, and Buck Island Reef National Monument). The incumbent works under the supervision of the SFCN Data Manager to provide outreach, data management, and Geographic Information Systems (GIS) support for new and legacy data generated by the SFCN and its partners. The major duties of this position include, but are not limited to: Database Development and Management: Develops and manages tabular and spatial database systems under the guidance of the SFCN Data Manager for the long-term maintenance, analysis, and dissemination of natural resource-related data sets produced by past and forthcoming inventory and monitoring efforts. Assures that metadata for these data sets is complete, current, and in compliance with FGDC standards. GIS Support: Works with SFCN Data Manager to provide GIS and GPS support for SFCN field crews and to develop GIS and GPS applications for vital signs and inventories. Assists in designing and developing global positioning system (GPS) data dictionaries, spatial data inventories, and cross linkages to ensure software and data structure compatibility. Provides basic training to SFCN staff on use of GPS and other basic data management related Standard Operating Procedures as assigned. Web Page Development and Maintenance: Develops and maintains network webpage and updates as necessary. Outreach and Editing Reports: Assists in developing outreach materials. As assigned, writes text and/or prepares maps, illustrations, basic analyses, summaries, and graphs to produce products for inventory and monitoring projects and annual reports and works actively with program staff to produce the same. Serves as assistant editor for reports, plans, manuscripts, brochures, and outreach articles written by program staff. Other Duties: Assists with maintaining network infrastructure as related to SFCN computing needs. Ensures the security and currency of systems hardware and software, including system administration and maintenance. Assists field crews when needed in making field observations of natural resource conditions.

Qualifications

All qualifications must be met by the closing date of this announcement-08/20/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. This is an interdisciplinary position which may be filled in any of the following occupational series: Biologist - 0401 OR Ecologist - 0408. To qualify for one of these GS-09 grade level job series, you must meet one of the basic qualification requirements below by close of the announcement: Basic Qualifications Requirements: You must meet one of the following basic qualification requirements below, for the Interdisciplinary Biologist/Ecologist (Assistant Data Manager), GS-0401/0408-09. If you do not meet these basic qualifications, you will be considered not qualified and will not receive consideration for this position. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: Basic Requirements for Biologist, GS-0401: Have successfully completed a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include academic transcripts with your application package. -OR- Have a combination of education and experience. Courses equivalent to a major, as shown above; PLUS, experience directly related to the position being filled and/or additional related education. The quality of the combination of education and experience must demonstrate that you possess the particular knowledge, skills, and abilities required to perform the work of the position to be filled and equal 100% of the requirement when combined. Basic Requirements for Ecologist, GS-0408: Have successfully completed a degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical science. You must include academic transcripts with your application package. In addition to the above, applicants must also possess the following: To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include: Experience in the preparation, cleaning, and summarization of scientific data for use in analysis and reporting. Experience in the design, development, and management of database systems used to maintain, analyze, and disseminate natural resource datasets. Experience integrating a variety of GIS and database management software, and when necessary, modifying standard software to meet program needs. -OR- EDUCATION: I possess 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in the fields described in Basic Qualifications for Biologist / Ecologist above. -OR- COMBINATION: A combination of successfully completed higher level graduate education and specialized experience to meet the total qualification requirements for the grade level specified above. This is computed by first determining your total qualifying experience as a percentage of the experience required for the grade level (e.g. 6 months specialized experience = 50%); then determining your education as a percentage of the education required for the grade level (e.g. 2 1/2 years of creditable graduate level education = 50%); and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Recent Graduate Program Requirements: Students MUST submit transcripts with conferred or degree earned date (unofficial transcripts are acceptable). If selected, official transcripts will be required. An Individual Development Plan (IDP) will be completed within 45 days of appointment to track the Recent Graduates' career planning, professional development, and training activities. Selectee will be required to sign Recent Graduates Participant Agreement. Within the first year of employment, the incumbent will be provided a minimum of 40 formal hours of training.
