This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Police Service (PS). The mission of the PS is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. Individual will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities to perform the duties described in the target position GS-09, Criminal Investigator.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties include, but is not limited to: GS-07 level: Perform structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; Communicate factual and procedural information clearly, orally and in writing. Gather and analyze basic facts and draw conclusions. Plans and carries out the assignments in conformance with accepted policies and practices; Adheres to instructions, policies, and guidelines in exercising judgment to resolve commonly encountered work problems and deviations; and brings controversial information or findings to the supervisor's attention for direction. Performs other related duties as assigned. GS-09 level: The position acts as liaison officer and facilitates the investigations of other Federal, State, and local law enforcement personnel involved in the investigation and disposition of major crimes. In conjunction with other agencies, requests, justifies, and obtains search warrants. Ensures 902 authorizations are in place to support investigative processes. In conjunction with other federal and state law enforcement agencies, has fingerprints and DNA processed. Works with the US Attorney to register informants. The position confers with the U.S. Attorney's office, VA Regional Counsel Office, or other outside law enforcement agencies as appropriate, to dispose of or to proceed with a case. Investigates complaints and tips, develops leads, obtains physical evidence, seeks out and questions witnesses and suspects, takes testimony and arrests offenders. Obtains evidence, explains constitutional rights, and performs search and seizures. Gathers information and determines facts/evidence relationships and conducts multiple-location surveillance over an extended time period. Participates in surveillance activities that are coordinated by an OIG and/or other federal agency's senior investigator to ensure investigator support and protection. Performs surveillance and monitors suspects. Collects enough evidence to support a court case against a criminal. Explains to the jury the significance of evidence as it relates to proof that a crime was committed. Leads or assists in the conduct of administrative investigations of alleged administrative misconduct, patient abuse, and other improprieties as directed by the Chief of Police, Medical Center Director, Associate Director, or Chief of Staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have held a position at or above the GS-05 level for at least 52 weeks The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviews completed work for conformity with policy, the effectiveness of the employee's approach to the problem, technical soundness, and adherence to deadlines; and does not usually review in detail the methods used to complete the assignment. Additionally, provides assistance on controversial or unusual situations that do not have clear precedents. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizes an extensive array of standardized, optional, and innovative investigation procedures, techniques and methods to detect, investigate, and resolve crimes and other activities that are beyond the scope or requirements for solutions associated with standard patrol assignments. Collect/compile data that includes criminal trends, performance metrics, and quality assurance for all functions of Police Service. The position creates graphs, charts, and descriptions of the data collected to include analyzing the information and providing ways to reduce crime, improve performance, and meet customer needs while maintaining an acceptable performance service level. Investigates crimes which cannot be resolved through the initial efforts of the reporting officer's preliminary investigation or beyond the scope of a Detective's responsibility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. **A transcript must be submitted with your application if you are basing all or part of your qualifications on education.** At the GS-09 Level, preference will be given to candidates who have completed the VA Post and FLETC CTIP. Appointees at the GS-07 and GS-09 Levels must complete VA POST and FLETC CTIP within one year of appointment. You will be rated on the following Competencies for this position: ArrestCriminal InvestigationCriminal LawForensics Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires regular and recurring physical exertion, such as long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities. Performance of work may take place in attics, crawlspaces, walls, ceilings, and other limited access spaces, or in rough terrain. The work may require some common characteristics and abilities of physical agility and dexterity to work in confined spaces and to move or lift moderately heavy objects.
