This position serves as a Property Manager in the Material Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Qualifications

To qualify, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. Time-In-Grade: Current Federal employees who have held a GS grade any time in the past 52 weeks must meet time-in-grade by the closing date of this announcement. For GS-07 you must have served 52 weeks at GS-05; for GS-09 you must have served 52 weeks at GS-07. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Minimum qualifications for GS-07 you must meet 1 of the following: EXPERIENCE: 1 full year of specialized experience equivalent to GS-05 in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of this position. Specialized experience includes: conducting research and analyzing information to resolve questions and issues; maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment/tagging equipment to implement property accounting systems; and advising on the management, control, and accountability of equipment. NOTE: To receive credit for such experience you must indicate clearly the nature of duties and responsibilities in each position and the number of hours a week spent in such employment; OR GRADUATE EDUCATION: Successfully completed 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Transcripts must be submitted with application; education cannot be credited without documentation; OR COMBINATION: Possess equivalent combination of successfully completed graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. If using education combined with specialized experience, a copy of your transcript is required; OR SUPERIOR ACADEMIC ACHIEVEMENT (SAA): SAA at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. Must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and one of the following: Class Standing: Rank in the upper one-third of your class in the college, university or major subdivision; or Grade Point Average: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Minimum qualifications for GS-09, you must meet 1of the following: EXPERIENCE: 1 full year of specialized experience equivalent to GS-07 in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; advising on the management, control and accountability of equipment. Applicants wishing to receive credit for such experience must indicate the nature of their duties and responsibilities and the number of hours a week spent in such employment; OR GRADUATE EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Transcripts must be submitted with application; education cannot be credited without documentation; OR COMBINATION: Possess equivalent combination of successfully completed education and specialized experience that meets the requirements of the position. Only education beyond the first year (18 semester hours) may be used to qualify applicants for GS-09. If using education combined with specialized experience, a copy of your transcript is required. You will be rated on the following Competencies for this position: CommunicationContracting/ProcurementPlanning and EvaluatingProblem SolvingTechnical CompetenceTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements and Work Environment: A mix of working in an office and working in a warehouse. Assists in processing new equipment receipts and entering into the EIL. Walking and climbing stairs is required to conduct inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at facility and preparing excess property for sale. When involved in property inventories, disposal of equipment, transferring of equipment, conditions are often indoors, but could be dirty, hot, humid or unusually cold; office setting has access to a personal computer and computerized and manual equipment records. Trips to areas throughout the VA HCS, catchment areas and Veterans' rooms to conduct equipment management duties, equipment inventories and assist with problems. Work performed in warehouse areas must follow pertinent safety and security procedures.
