The position serves as the Community Care Administrative Officer located in a Veterans Health Administration (VHA) facility at the Northern Arizona VA Health Care System (NAVAHCS), Community Care Service Line in Prescott, Arizona. The Administrative Office contributes to the fulfillment of the VA mission and vision by planning, designing, implementing and maintaining appropriate and effective program, policies, procedures in the Prescott facility.
Duties
Major duties include, but are not limited to:
Performing duties in conjunction with VA Mission, Vision and Values
Providing support to VISN and Facility Executive Leadership, through the Community Care Medical Director and Northern Arizona VA Health Care System Chief of Staff
Providing leadership and creative approaches to management of complex processes to Community Care by:
Planning, organizing and directing ongoing development of the Community Care service line.
Collaborates, Communicates and manages clinical program growth with all stakeholders including but not limited to: Primary Care, Pharmacy, Mental Health (Psychology/Psychiatry), Medical Services, and Gastroenterology
Collaborates with the Community Care staff and the CC Medical Director in recruitment activities for Community Care. This position will assist in recruiting for medical and support staff and engage appropriate service line chiefs/nurse executive during the interviewing and selection process.
Planning, developing, implementing and evaluating strategies and processes to improve
organizational performance of Community Care clinical and administrative staff
quality of patient care delivered by Community Care.
Designs and develops new business tactics and prepares a business plan and business activities to increase Community Care productivity and meet or exceed performance measures.
Planning, developing, implementing and evaluating strategies and processes to ensure the documented competence of all Community Care staff that authorize, support and coordinate care through community care.
Ability to resolve conflicts and/or negotiate with others to achieve positive results; establish and maintain effective interpersonal relations.
Targets improvements in service delivery methods and prepares recommendations for increased access and quality community care and enhanced organizational and operational efficiency.
Collaborating with the Group Practice Manager and the Compliance Officer, promotes and ensures implementation and compliance with Consult management, timeliness of processing and scheduling practices.
Promoting customer satisfaction with education, technical and process solutions
Becomes aware of efficiency and access issues as they relate to processes.
Communicates with VISN and facilities through various channels, including virtual conferencing.
Develop active partnerships at the Facility, throughout the VISN, and in the community to promote community care activities.
Work within the facility and throughout the VISN to identify and develop Mission Act and community care champions.
Develops and refines systems to monitor expenditures, cost containment, provider productivity, operational policies, costs of supplies and equipment, overhead and other similar resource factors to identify opportunities for improved business efficiencies.
Designs mechanisms for accurate data capture and maximum reimbursement for services
delivered. Prepares integrated analysis and reports on business performance against
established parameters.
Work Schedule: Monday - Friday 7:30 a.m. to 4:00 p.m./8:00 a.m. to 4:30 p.m. work schedule, but work schedule may be adjusted to meet the needs of the service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of office management or program management that involves planning, staffing, directing, and/or budgeting; coordinating administrative support activities (i.e., approve meeting minutes and agendas, etc.); monitoring/tracking programs or processes; and assisting with resource management responsibilities (i.e., allocating space, time, equipment for daily use of staff, etc.). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have a Master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D (Transcripts required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education (Transcripts required).

Physical Requirements: The work is primarily sedentary. Some travel will be required to meet with community providers, attend and present at town halls and other special events.
