Duties
Participates with the Fire Management Officers and other top staff members in the formulation and establishment of statewide fire policies and programs affecting firefighter and public safety, and the protection of natural and cultural resources.
Serves as consultant and authoritative expert to the State Leadership Team, on fire operational activities and issues.
Serves on national teams to develop and revise agency manuals and handbooks related to fire pre-suppression and suppression related issues.
Formulates State Director policies, writes plans, and administers programs necessary for the support of fire management.
Provides quality control for fire suppression preparedness and suppression activities.
Conducts site specific readiness reviews of suppression operations. Evaluates compliance with policies, objectives, and standards, overall effectiveness of operations and technical assistance.
Provides the daily managerial program oversight between the State and Geographic Area Coordination Centers; and serves as the liaison between the agency and the Coordination Center Managers.
Plans, develops, implements, monitors, and evaluates the State Fire Management Program fiscal submissions including budgetary, fire severity, and Annual Work Plans for fire preparedness.
Coordinate with other District and National Offices on Fire Facilities construction and maintenance projects.
Coordinate with other BLM states and District Offices in recovering costs incurred while providing assistance to other organizations, such as the State of California.
Assists the State Wildland Fire Coordinating Group Operations Committee in developing, managing, and coordinating Type 1 and Type 2 incident management teams for statewide, geographic area, and national use.
Responsible for the technical and administrative supervision of professional, technical, clerical, and administrative positions to carry out the mission of the organization.
Plans, assigns, and evaluates the work performance of subordinates; develops performance standards; gives advice or instruction to subordinates on work and administrative matters; and identifies developmental training needs of employees.

Qualifications
Selective Placement Factors: This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a Geographic Fire Program -- High Complexity. This position requires the following qualifications - Currency Not Required:
PATHWAY #1: Division/Group Supervisor (DIVS), AND Incident Commander Type 3 (ICT3), OR Prescribed Burn Boss Type 2 (RXB2).
PATHWAY #2: Air Support Group Supervisor (ASGS) AND Incident Commander Type 3 (ICT3).
90 Day Prior Wildland Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire: (1) Wildfire - An unplanned ignition or prescribed fires that are declared wildfires; and (2) Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.
Specialized Experience Requirement: In addition to the selective placement factors above, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled. Examples include, but are not limited to: advising high level management officials on fire management planning at the district or state level or equivalent; reviewing wildland fire preparedness actions and operating plans; evaluating, coordinating, directing and implementing policy to support wildland fire management programs and operations; familiarity with budget formulation and expenditure of funds; supervising or leading a staff of fire and aviation professionals responsible for fire and aviation programs.
You must meet the specialized experience for this job. You cannot substitute education for specialized experience to qualify for this job.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.
Physical Demands: The work requires the ability to travel into the back country or front country on foot under a wide variety of climatic conditions and elevations. Also requires the ability to travel over extremely rough terrain during fire management operations. At times, travel by light fixed-wing aircraft or helicopter is required.
Work Environment: Much of the work is performed in an office setting, however, also involves outdoor environments with exposure to a varetity of climatic conditions and elevations. Fire management work involves an exposure to smoke and intense heat. You will adhere to all safety rules and regulations as prescribed in manuals and/or the designated Safety Officer.
Education
This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.
