The incumbent is responsible to the Assistant Chief, Social Work Service, but practices independently, exercising initiative and independent judgment in day-to-day activities. Supervision and consultation are of an administrative and professional nature with the Assistant Chief and Chief of Social Work Service providing guidelines as to the general policy and direction of SWS or Program the incumbent coordinates.

This includes planning, organizing. implementing, directing, and evaluating a comprehensive range of Social Work Services at the Tennessee Valley Healthcare System. - Performs the administrative and personnel management functions relative to Social Work staff supervised. - Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. - Observes worker's performance; demonstrates and conducts work performance critiques. - Provides informal feedback and periodically evaluates employee performance and resolve complaints and grievances. - Develops work improvement plans, recommending personnel actions as necessary. - Enforces disciplinary measures as appropriate to the authority delegated in this - Provides full staff assistance on administrative matters affecting Veteran care, education, and organizational policy. - Reviews and approves or disapproves leave requests. - Assures that subordinates are trained and fully comply with the provisions of the safety regulations. - The incumbent is responsible for furthering the goals of Equal Employment Opportunity (EEO) by taking positive steps to assure the accomplishment of affirmative action objectives and by adhering to nondiscriminatory employment practices regarding race, color, religion, sex, national origin, age, or handicap. This includes educating others regarding the psychosocial issues and needs of Veterans/families. - Demonstrates expertise in knowledge and application of management theory as it applies to systems, medical setting, and professional staff. The incumbent serves as a mentor and/or consultant to Social Work staff on professional growth and development - Demonstrates skills in human relations, group dynamics, and process, team building and interdisciplinary team functioning, and organizational behavior related to management and productivity. - The incumbent develops a strong consultative network with counterparts in the community and with community agency representatives, colleges, and universities. and Social Work professional organizations. - Assists in planning for collaborative activities, the provision of services across medical center lines and benchmarking productivity and staffing data. The incumbent may be called upon to serve on national VHA committees, serve as faculty for conferences and workshops, and represent VHA at community meetings. - The incumbent will provide orientation and training to new employees. - The incumbent is responsible for annual mid-year performance appraisals, and recommendation of staff for performance awards. Incumbent is also responsible for appropriate disciplinary action with employees. - Responsible for administrative and/or clinical supervision of VA time management submitting and analyzing data and reports, program advocacy, public relations, etc. - Trains staff on VISTA/CPRS/VATAS and other duties as assigned. - Knowledge of statistics, data analysis, and program evaluation using statistical data is required. Responsible for the data management for Social Work Service to ensure that social workers are productive. - Knowledge of VA reporting requirements regarding Veteran incidents or irregular events involving facilities or agencies having contracts or formal agreements with the VA is required. - Must maintain a valid unrestricted driver's license as travel to both campuses is required. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. ? 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. Preferred Experience: Previous experience with program management; and managerial and supervisory duties is preferred.
