The incumbent practices as a Clinical Nurse Manager within The Patient-Aligned Care Team. The incumbent will have a 24-hour responsibility for the operation of the Primary Care Firms in the Nursing Section of Patient Care Service within John D. Dingell VAMC. Provides leadership and supervision to RNs, RN Navigators, Licensed Practical Nurses, Health Technicians, and Nursing Assistants locates in the Pontiac CBOC, and PACT unit Firms A, C, D, G, and Women's Health in Detroit.
Duties
The scope of the work of a CNM is to support teamwork to decrease waste across the PACT unit/facility, improve efficiency, enhance patient care outcomes, improve staff communications, have immediate accountability in practice, and patient and staff satisfaction. Leads in developing and monitoring clinical outcomes metrics related to patient, staff, and organizational PACT unit goals. Ensure care practices are patient-centered and have maximum patient-centered care practices.
Collaborates with other supervisors/staff, physicians, and ancillary services to resolve these concerns.
Consults with patients/families, when necessary, serving as a patient advocate
Functions as a leave granting official monitors time and attendance of assigned staff
Analyzes and upgrades patient care through quality improvement activities
Assists with orientation and training of nursing staff, evaluates and documents staff performance
Strives to maintain clinical competencies through continuous study, in services, and participation in obtaining continuing education units.
Serves as relief ACNS as needed
The CNM supports shared governance and patient activation in the care area. This impacts with support services, Interdisciplinary Team members, outside agencies, education resources, and regulatory bodies that provide services to our veterans. This includes staff development and support in the clinical competency of staff.
The CNM supports effective fiscal management of program and service resources that supports operations such as access points, patient flow, staffing, equipment/supply, PAR levels, etc. This emphasis creates program leaders in strategic planning/forecasting, staffing methodology consultants, tracking and managing payroll exceptions, and addressing unanticipated leave and fiscal responsibility, i.e. overtime usage.
Lead in management and clinical care to support principles related to teamwork, efficiency, and quality care.
Demonstrates leadership in delivering and improving virtual holistic care through collaborative strategies with others. The Clinical Nurse Manager is a registered nurse who is proficient in leadership and nursing practice and understands a situation in terms of short/long-term goals and impact (outcomes). The CNM is accountable for identifying, addressing, and
reporting barriers that impeded patient care.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: 5 years of skilled nursing experience.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.

Within the Four Dimensions of Nursing, nine criteria define the performance requirements for RNs at each grade and/or level in the Nurse Qualification Standard. These requirements listed below, are based on the American Nurses Association (ANA) Standards of Care and Standards of Professional Performance.
1. Practice. Extent to which the RN effectively uses the nursing process components of assessment, diagnosis, outcome identification, planning, implementation, and evaluation in varied practice settings.
2. Quality of Care. Extent to which the RN systematically evaluates and improves the quality and effectiveness of nursing practice and health care delivery.
3. Performance. Extent to which the RN evaluates his/her own nursing practice as well as the performance of others.
4. Education/Career Development. Extent to which the RN acquires and uses current knowledge for self and others.
5. Collegiality. Extent to which the RN contributes to the professional development of peers, colleagues, and others.
6. Ethics. Extent to which the RN makes decisions and takes action in an ethical manner.
7. Collaboration. Extent to which the RN collaborates with clients, significant others, and other health care and service providers.
8. Research. Extent to which the RN uses research in practice.
9. Resource Utilization. Extent to which the RN considers factors related to safety, effectiveness, and cost in planning and delivering care.
The above criteria are conceptualized within the Four Dimensions of Nursing as follows:

Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: Moderate lifting 15-44 pounds; Light lifting 15 pounds; Moderate carrying 15-44 pounds; Light carrying under 15 pounds; Use of fingers, both hands required, walking 2-4 hours, standing 1-2 hours, bending 1-2 hours; both legs required, both eyes required; Depth perception, ability to distinguish basic colors; ability to distinguish shades of color, working closely with others. Travel required (will be exposed to elements during travel).
Education
IMPORTANT: A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Length of Nursing Practice (Experience). The amount of time documented on VA Form 10- 2850a or on a candidate's resume. (A performance evaluation or reference covering the candidate's most recent employment as a RN is essential.) Part-time experience as a RN is credited according to the relationship it bears to the full-time workweek. For example, a RN who worked 20 hours a week (i.e., on a half-time basis) would receive one full-time workweek of credit for each 2 weeks of such service.
Length of LPN Practice (Experience). LPN experience may be counted towards successful nursing practice for an RN at the rate of credit as compared to full credit for RN experience. The amount of time that may be credited toward RN experience may not exceed 5 years. For example, LPN experience would be counted as one full-time workweek of credit for each 2 weeks of such service. (A performance evaluation or reference covering the candidate's most recent employment as an LPN is essential.
Degree in a Related Field. Baccalaureate and graduate degrees in fields related to nursing from a college or university which was accredited by the state at the time the candidate completed the program.
