The primary purpose of this position: To review multi-year agency-wide acquisitions that exceed 50 million to ensure conformance with applicable laws, regulations and directives, and which reflect sound business judgement and practices. THIS IS A PART TIME POSITION.

Duties

1. Performs Procurement Analyst duties and responsibilities for reviewing and recommending to clearance reviewing/approving officials contracting actions at AFLCMC that exceed $25,000,000, including the largest agency-side aerospace weapon systems with a period of performance extending over a long period of time (5years or more). 2. Drafts, develops, and coordinates standard and prototypes AFLCMC contracting processes, and provides advice on new or revised regulations and implementing instructions covering contracting policies and procedures in those instances where the Contract Business and Mission Support Division is the AFLCMC office of primary responsibility or alternatively, the office of collateral responsibility. 3. Performs special assignments and projects as required.

  • This is a Critical Acquisition Position (CAP). Unless waived, the selectee must: be member of the Acq Corps or be able to be inducted in 6 mos;

  • The employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position, and as supplemented by regulatory and statutory provisions.

Qualifications

Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, DoD Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. ***NOTE *** Applicants must meet the basic requirements and Specialized experience as stated in this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Have successfully completed: a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit a copy of your transcripts. OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) in an Executive Department on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before 30 September 2000; OR, 3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DOD as an 1102. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include; (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties may have included awarding of contracts within delegated contracting authority. Extensive judgment and originality in structuring the contract; decisions are accepted as authoritative and serve as the basis for committing the agency or activity. Results of the work are normally accepted without change. Uses ingenuity and originality in interpreting, applying, and deviating from established procedures or techniques for the purpose of establishing negotiation strategies or positions, and for reaching settlement agreements. Provides advice and guidance on contracting matters to project managers and contracting officers. The work affects numerous subordinates in improving responsiveness to customer requirements and ensuring that mission responsibilities are met and maintained. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 1. Expert knowledge of federal, DoD, USAF, and state government, and local-specific guidelines and business practices, including statues, regulations, policies and procedures, and the different contract types and methods of payment. 2. Expert knowledge of assigned contracting and procurement specializations and applicable contract types. 3. Considerable knowledge of business practices and market conditions applicable to acquisition requirements. 4. Knowledge of computer applications such as Microsoft Word, Excel, Power Point, and contracting writing systems. (e.g. SPS, Conwrite and ACPS V15) 5. Skill in written and verbal communication. 6. Ability to recognize and analyze problems, conducts research, summarize results, provide alternatives, and make appropriate recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
