Job opening: Contract Specialist

Salary: $72 974 - 158 432 per year
Employment Type: Full-time
The incumbent is responsible for contracting actions within contracting divisions and is actively engaged in all phases and activities related to the procurement process. This position is inside the bargaining unit.

Duties

Major duties at the GS-11 grade level include, but are not limited to: Responsible for the initial planning, requirements definition, testing, prototype procurement, initial production, full production, construction, architecture, and engineering, information technology acquisition, software support. Considers acquisition background and objectives including delivery requirements, tradeoffs, cost, and risks. Determines the method of procurement, method of source selection, and contract type. Establishes milestones and schedules for each procurement. Analyzes the government estimate developed by program officials to determine realism by applying data from acquisition histories and market research. Analyzes proposals in negotiated procurements for compliance with the scope of work and evaluation criteria set forth in solicitation. Performs cost/price analysis, and prepares a pre-negotiation position. Duties performed at the GS-12/13 levels are similar to those performed at the GS-11 level, however, at the GS-12/13 levels, duties will be performed under less supervision.

Qualifications

BASIC REQUIREMENTS for GS-11 & GS-12 A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. *Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. BASIC REQUIREMENTS for GS-13 Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. QUALIFICATIONS For GS-11, Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-9, in the Federal Service. or 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. For GS-12, Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. For GS-13, Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-11 includes: working knowledge of acquisition regulations, contract law, and procedures applicable to acquisition and contract administration including change orders, supplemental agreements, terminations, claims, and close out of contracts. Working knowledge of various types of contracts, including firm-fixed price, firm-fixed price with economic price adjustments, and cost reimbursement; and contract methods to include simplified acquisitions, negotiations, and multiple awards. Working knowledge of contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract. Working knowledge and proficiency of an electronic Contract Writing and Management System and ability to fully solicit, award, and administer contracts. Qualifying specialized experience for GS-12 includes: analyzing, evaluating, and/or developing acquisition strategy, plans, and/or techniques of pre-award and post-award functions involving highly specialized acquisitions under FAR Part 15 (Contracting by Negotiation) with an emphasis on complex services; conducting acquisition planning, performing market research, determining contract type, obtaining justifications and approvals, and determinations and findings; drafting solicitations, overseeing the technical evaluation process, conducting price analysis/establishing price reasonableness, ensuring compliance with terms and conditions, conducting past performance evaluations, documenting the best value/trade-off process, drafting contract award decision documents/business clearance memorandums and contract awards; administering contracts to include making contract scope determinations, drafting contract modifications, conducting fair opportunity evaluations and reviewing contractor claims, disputes, protests, and contract terminations when appropriate; and interpreting and applying the Federal Acquisition Regulation, Departmental policies, and guidance, as well as other guidance applicable to specific contracting issues. Qualifying specialized experience for GS-13 includes: analyzing, evaluating, approving and/or developing acquisition strategy, plans, and/or techniques of pre-award and post-award functions involving highly specialized acquisitions under FAR Part 15 (Contracting by Negotiation) with an emphasis on complex services; conducting acquisition planning, performing market research, determining contract type, and obtaining justifications and approvals/determinations and findings; preparing solicitations, overseeing the technical evaluation process, conducting price analysis/establishing price reasonableness, ensuring compliance with terms and conditions, conducting past performance evaluations, documenting the best value/trade-off process, preparing contract award decision documents/business clearance memorandums and contract awards; administering contracts to include making contract scope determinations, preparing contract modifications/supplemental agreements, conducting fair opportunity evaluations and processing contractor claims, disputes, protests, and contract terminations when appropriate; and interpreting and applying the Federal Acquisition Regulation, Departmental policies, and guidance, as well as other guidance applicable to specific contracting issues.
