As the Procurement Technician this position will serve as the first point of contact for customers, both internal and external, that require prosthetics services either face-to- face (counter) or by telephone at the inventory stock room in Prosthetics. Receives and analyzes prosthetic request forms VA form 10-2431 and prescriptions (electronic Prosthetic consults) from physicians, therapists, patients, and patient representatives.

Duties

Duties: Serves as the Medical Center point of contact to assists with package preparation issues to include market research, reviewing specifications and statements of work, site visits and inspections for pre-award administrative functions and any other assistance requested. Provides technical support and assistance to clinical, contracting, and PSAS staff to facilitate timely assessment, delivery, and home installation for equipment such as stair glides, porch lifts, ceiling lifts, and ramps. Examines clinical health records and claims folders to determine legal eligibility and medical entitlement for prosthetic items and services based on criteria. Authorized and prepares complex purchase orders for a wide variety of prosthetic and orthotic devices, medical supplies, surgical implants, and home medical equipment and repairs. Has contractual authority and are empowered to obligate the government in procurement actions for open market and under established FSS Decentralized and local beneficiary service contracts for all types of services. Works closely with, communicates and coordinates with contracting, facility clinicians, facility Prosthetics Representatives and contracted vendors on matters and issues related to the Veteran receiving medical devices, equipment, or services. Provides approving official with all pertinent purchase card documents for audits within established timeframe and maintains documentation as required for 6 years and 3 months. Maintains the electronic files in FORCE, including the scanning of all required documents which the incumbent uploads to the FORCE briefcase. Responsible for consult management to ensure proper specialist is conducting assessments and generating PSAS consults; patient education and training is being provided with all devices and equipment issued; clinical practice guidelines and facility/network policies are followed; facilitating access to community vendors when devices, equipment, and services cannot be provided by VA staff. Prepares for signature, distributes, and files routine administrative documents at the request of the acquisition staff. Determines which vendor is suitable for the contracted purchase based on purchasing factors established in the VAAR, FAR, and purchase card regulations. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in electronic medical documentation software. Great customer service skills. Experience in customer conflict resolution. (internal or external customers, paid or unpaid experience) Experience in Microsoft Office programs such as Word, Excel, or Outlook. Experience in operating in an professional environment. Skilled in communicating both written and oral. Experience in independently following-up on work assignments.
