Duties

This Training Specialist position is located at Baltimore-Washington International Airport (BWI), Transportation Security Administration, Department of Homeland Security (DHS). If selected for this position, you will serve as a liaison concerning training matters between the Federal Security Director and the TSA Headquarters, including the Office of Workforce Performance and Training and the Aviation Programs Office. As a resource to the Federal Security Director's staff, you will assist in planning, directing, scheduling, evaluation and integration of training and professional services to the workforce. This includes coordinating plans, programs, standards, and procedures governing airport-wide training and professional development products and services. Advises management staff on organizational structure, work methods, and procedures based on findings of program and process evaluation. Examines findings that indicate weakness in deterring security risks, improving administrative procedure or security processes/procedures, and compliance with current regulations. Interprets new or amended regulations, policy modifications, and guidelines affecting airport security to determine best methodology for evaluation and effective service technology to best inform executive and management decision makers. Develops strategic plans guiding the quantitative and qualitative evaluation of line program and operations of the airport security. Provides operating direction and analysis of productivity, effectiveness of strategy, and specific approaches used in implementing the airport security program. Identifies issues to be based on evaluation of effectiveness. Duties include but are not limited to: Assisting in scheduling, evaluating and facilitating training, screener recertification, and screener performance improvement activities within the airport. Assisting in providing advice and guidance to the Federal Security Director's staff pertinent to the training and career development needs and programs. Maintaining training database and files; document training activities/accomplishments in web-based learning management system. Assisting with keeping current on employees training status and distributing information about upcoming training opportunities as necessary. Assisting in managing instructors; this could include working with TSA Approved Instructors (TAI), supporting the identification of individuals appropriate to provide screener on-the-job training, and coordinating with contractors who conduct training. Acting as TAI or Test Administrator. Scheduling new hire training. Working knowledge of advance Microsoft Excel skills. Working knowledge of evaluation methodology, including metrics, fact-finding, and investigative techniques, to conduct studies and quantitative/qualitative analyses of organizational effectiveness, efficiency, and productivity.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Facilitating training events, either on-the-job or formal classroom training, for co-workers or subordinates; Initiating, tracking and maintaining comprehensive training records; Assisting with keeping employees' current on their training status; Assisting in coordinating the execution of training plans; and Preparing training related materials for briefings and meetings. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
