These positions are located within the Plant Operations Section, Facilities Management Service at the VA New Jersey Health Care System in Lyons, New Jersey. The Boiler Plant Operator uses manual and automatic controls to operate the Boiler Plant.

Duties

The major duties include but are not limited to: Checks and applies lubrication to applicable equipment. Checks equipment to evaluate and determine proper operation. Performs routine maintenance and repairs on equipment including minor leak repair, component replacement and boiler safety testing. Takes required immediate action to maintain steam output which could involve calling in additional operators for shift coverage or maintenance personnel in emergency situations. Troubleshoots and determine problems that may occur during the operation of a high-pressure steam plant. Checks equipment to evaluate and determine proper operation, makes adjustments and takes corrective action as required. Performs boiler water testing and treatment. Maintains daily plant operating and chemical testing logs. Reads and interprets precision recording instruments including gauges, controls, and flow meters and charts. Calculates steam production, water usage, fuel usage, and boiler efficiency. Performs combustion and efficiency calculations. Communicates and relays instructions to other shift operators ensuring plant status is understood. Oversees work of in house and contractor personnel to maintain a safe plant and ensure work is completed satisfactorily. Keeps supervisor aware of low inventories of supplies and materials to ensure orders are placed for stock replenishment. Adopts quick, effective and reasonable courses of action during emergency situations. Troubleshoots boilers and auxiliary equipment in order to prevent damage to equipment and prevent injury or loss of life. Stays mentally alert at all times and make split second decisions if adverse conditions or emergencies occur. Work Schedule: Rotating shift (8:00am to 4:00pm, 4:00pm to 12:00am, 12:00am to 8:00am) - Position is required to work rotating shifts of a 7 day, 3 shift operational plan. PHYSICAL EFFORT AND WORK CONDITIONS: The work performed requires walking, standing, stooping, kneeling, sitting, crouching, climbing ladders, stairs and steps. When performing repairs or making installations or performing preventative maintenance, the person in this position is required to use both hands above the head as well as below the shoulders. The person in this position must also be able to lift weights of over fifty pounds. Must have good eyesight and hearing. Required to enter confined spaces when cleaning and inspecting boilers and boiler tubes. The person in this position is required to work around moving machinery. The person in this position works generally indoors, but some tanks and equipment are outdoors, where it is necessary to work under all weather conditions. The person in this position is exposed to contact with high pressure steam, high pressure oil, hot water, high voltage, moving and heavy-duty equipment. The person in this position is exposed to dangerous situations (boilers may burst and release scalding water). May be exposed to gas, oil, or chemical fumes, and/or may be subject to cuts, bruises, and broken bones resulting from accidents while working around machinery and equipment. There is an additional screen-out for this position which requires applicants to possess a current (unexpired) New Jersey Blue Seal 3rd Class (or higher) Engineer's License. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications.
