Duties
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.
The Chief of Staff position is located in the Office of the Assistant Secretary for Insular and International Affairs (AS-IIA) and oversees program coordination, office budget and personnel matters, policy implementation and special projects, and administrative direction to support staff. The office discharges the duties and exercises the authority of the Secretary of the Interior with respect to budgetary, financial and performance management and a wide variety of other management activities for matters related to U.S. territories and freely associated states in addition to overseeing and coordinating the Department of the Interior's international activities, and implementation and coordination of Ocean, Great Lakes, and Coastal policies.
Specific Duties
The incumbent carries out the following specific responsibilities:
1. Serves as the principal management advisor and senior career officer for the day-to-day administrative management of AS-IIA by providing leadership on the formulation and execution of the office budget, other fiscal and administrative service matters, Administration and Departmental management initiatives, and additional tasks as directed by the Assistant Secretary.
2. Advises and participates with the Assistant Secretary (AS) in the development and presentation of AS and secretarial policies and programs in addition to coordinating the management and oversight for special projects and program-based initiatives
3. Oversees the workflow in the office related to written and oral responses and inquiries, and provides advice on general staffing of the Office of the AS. Provides advice to employees on a variety of work and administrative issues.
4. Advises the AS in and schedules the preparation of all materials, such as written statements, briefing papers and background information, for the AS or Departmental officials to present testimony to Congress to include oversight for advising staff on Congressional hearing transcripts for clarity and accurate expression of policy on a wide variety of national issues.
5. Liaises and collaborates with senior officials across the Department and in the Secretary's Immediate Office, the Office of Congressional and Legislative Affairs, the Office of Inspector General, the Office of the Executive Secretariat and Regulatory Affairs, and the Office of the Solicitor to execute the solution of policy formulation, program development, and administrative management issues.
6. Represents AS-IIA in meetings with the Secretary's Immediate Office, other Assistant Secretaries within the Department, Bureau Directors, other Federal agencies, state and local officials, tribal, and outside organizations.

4. In-depth knowledge of requirements, processes, and best practices that must be implemented at the Departmental level for top executive management to exercise appropriate oversight and to execute mission activities.
5. Ability to collaborate with senior Department and bureau leaders to provide guidance/counsel to top executive management of an agency/organization with respect to policy/program/management issues and to coordinate with counterpart authorities with related responsibilities in other organizations.
