This position is located in the Bureau of Consular Affairs, Office of the Executive Director, Human Resources Division (CA/EX/HRD). This position is responsible for the development, execution, evaluation and oversight of a Recruitment and Placement Quality Control and Assurance Program for HRD, provides technical advice and guidance on all aspects of Federal and Department recruitment and placement policy, and recommends improvements recruitment and placement operating procedures.
Duties
Recruitment & Placement (R&P) Operations: Serves as an authority and advisor on recruitment and placement specialties, applies expert-level knowledge of laws, rules, regulations, policies, and procedures applicable to R&P operations
R&P Quality Control and Assurance (QC/QA): Directs and manages the R&P QC/QA program for all staffing and recruitment actions; serves as primary subject matter expert leading QC/QA staffing projects; develops policy and regulatory interpretations
Representation: Represents CA/EX/HRD Division Chief to senior representatives from Global Talent Management/Civil Service Talent Management (GTM/CSTM) and other organizations on broad staffing and recruitment reviews, analyses, and studies
Strategic HR Planning and Management: Oversees/manages broad and in-depth analytical reviews, studies, and projects that evaluate a wide range of complex management and program issues that have broad impact on overall HR programs and operations

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience conducting and overseeing Delegated Examining (DE) regulations and policies sufficient to lead/conduct audits of DE activities to ensure compliance
Experience applying a wide-range of HR management principles, concepts, practices, methods, and techniques to modify and/or develop Recruitment and Placement program changes
Experience in qualitative and quantitative methods and techniques, and innovative management and organizational practices to assess and improve organizational operations, processes, and policies
Experience in recruitment and placement program (e.g., appointment eligibility, legal authorities, veterans' preference programs, qualification standards, etc.) principles, concepts, practices, laws, regulations and procedures
There is no substitute of education for specialized experience for the GS-14 position.
