The incumbent serves as a Supervisory Medical Support Assistant (MSA) in the Radiology Service, where both outpatient and inpatient services are provided. S/he works at the Veterans Affairs (VA) Health Care System, Salt Lake City, UT. The incumbent will be assigned to work at the George E. Whalen VA Medical Center hospital facility. The incumbent performs duties related to the receipt, intake, and indexing of health and administrative information and supervises all MSA's in the service.

Duties

The Supervisory Medical Support Assistant, ( Supervisory MSA) reports directly to the Administrative Officer, Radiology Service, who with the employee, plans the work to be done, the scope of projects and deadlines for completion. The incumbent independently plans and organizes the work, coordinates with staff and line management personnel, interprets regulations and the initial application of new methods. The incumbent keeps the supervisor informed of potentially controversial issues or problems. In addition the incumbent will appraise Radiology supervisors and clinicians on issues relating to the administration of their clinical areas. The Supervisory MSA plans and directs programs and has full supervisory responsibility for at least one subordinate team leader. Assignments include but are not limited to: assigning and evaluating the work or subordinate staff; resolves complex problems to ensure patient services are met; evaluates new products, equipment, and systems in order to make recommendations for improved operations; identifies educational or training needs; makes final decisions on selections; evaluates performance and takes disciplinary action when necessary. The Supervisory MSA has full administrative and professional responsibility for planning and directing the MSAs' activities. The incumbent is responsible for extracting and analyzing data to provide reports in support of performance measures to senior management. The Supervisory MSA prepares and delivers performance evaluations and recommendations of awards and/or advancements. The Supervisory MSA provides briefings to upper management, as well as subordinates; provides orientations; proactively implements staff development principles and training; prepares staff meeting and training agendas; facilitates staff meetings; develops performance standards, position descriptions, personal development plans, and awards. The Supervisory MSA hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager; hears and resolves complaints from patients, coordinating appropriate actions needed to resolve the issues; effects major disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. The Supervisory MSA manages fiscal matters of the Department, forecasts resource and equipment need and identifies matters which impact budgetary needs. The Supervisory MSA maintains staffing and timekeeping records related to sick and annual leave, comp time and overtime and compiles information for statistical reports. The Supervisory MSA generates daily, weekly, and monthly reports related to scheduling inconsistencies, pre-registration inconsistencies, electronic wait list and recall entries, service consult management, insurance collection and encounters. Reports are exported in various databases, analyzed, and used to identify training needs. Multiple reports are generated and analyzed for trending the supply and demand of clinic availability and utilization, including a projection report that is manually formulated to identify open slots, number of patients on the electronic wait list, and projects the number of patients that will be scheduled outside of directive guidelines. Insurance and encounter reports are reviewed regularly due to the financial impact on the organization. The incumbent must coordinate efforts to ensure all aspects of duties are accomplished efficiently, timely and correctly. The incumbent plans and carries out the day-to-day operation of the office independently utilizing initiative to resolve problems; the supervisor assists the incumbent with unusual situations, problems, or studies that do not have clear precedents. Completed assignments are evaluated for technical soundness, usefulness, and conformance with VA requirements. Supervision is generally limited to review of overall results and performance to ensure the mission is carried out. The incumbent is required to work at a high degree of training, accuracy, initiative, and resourcefulness due to the nature of the daily work. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. (a) Experience. One year of experience equivalent to the GS-7 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting must be demonstrated. (b) Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level must include: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below: (1) Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. (2) Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. (3) Ability to provide briefings, orientations, staff development, and training in a patient support setting. (4) Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. (5) Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. The actual grade at which an applicant may be selected for this vacancy is at the GS-08 level. Physical Requirements: The incumbent must be able to perform all activities of the position without restriction. The work is primarily sedentary although some slight physical effort may be required. However, there may be some walking; standing; bending; carrying of light items such as papers, books, or small parts. Incumbent may be susceptible to eyestrain from working long hours on the computer. The physical demands of the work are generally minor. The work is primarily sedentary (6-8 hrs.) although, there is some walking (1 hr.), bending (1hr), and carrying of bulky files (1-10 lbs.) and some extended periods of standing (2 hrs.).
