The Southern Arizona VA Health Care System (SAVAHCS) Staff Development and Telehealth Service partners with all medical center Health Care Groups (HCGs), other Veterans Health Administration(VHA) program offices, Veterans Integrated Service Networks (VISNs) and medical facilities to provide quality workforce education and training to improve outcomes in Veteran clinical care, health care operations and administration.

Duties

Duties include, but are not limited to: Applies analytic and performance problem-solving principles of Human Performance Improvement/Human Performance Technology (HPI/HPT) and Instructional Systems Design (ISD). Provides expertise to service, staff, and program office personnel on ISD and HPT principles and methodologies to develop and strengthen skills across the SAVAHCS training community. Maintains knowledge on the doctrine and work procedures within VHA's business lines to enable the incumbent to effectively consult and support evolving training needs. Performs predevelopment analysis and assessments for identification and comparison of present and desired levels of individual and organizational performance to identify performance gaps. Assists in root cause analyses to determine what impact the work environment (information, resources, and incentives) and the people (motives, individual capacity, and skills) are having on performance and provide recommendations and solutions for appropriate interventions. Performs regular review of education and training literature to maintain expertise in instructional technology for consultations and emerging technologies and related issues pertaining to training systems being planned for VHA. Assures that Project/Program management principle, education theory and instruction systems design concepts are in use and proper controls are maintained to permit accurate forecasting of schedules, costs, and resource needs for planning and coordination of training initiatives and programs. Manages and provides expertise and support for concurrent training-related initiatives. Develops project schedules and integrated schedules to plan, coordinate the use of the subject matter experts and others time. Collaborates and provides expertise to staff resources necessary to create the work products that will result in ISD-based training products. Utilizes needs assessment, performance and competency analyses and other techniques to identify areas which will respond to learning interventions, and which will likely result in improved job performance and services to customer. Maintains open communication with leadership, service chiefs and staff to determine how to best meet assigned performance measures. Shares in the responsibility of promoting high quality, effective learning interventions as established by VHA guidelines (e.g. worksite-based learning, performance-based, linked to strategic plan, accessible when needed, etc.) Serve as Automated Data Processing Application Coordinator (ADPAC) Educator for the facility. Conduct quarterly training classes with Service ADPAC's and monthly computer classes for employees. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The Full Performance Level (FPL) for this position is at the GS-11 grade level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade (TIG) Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 and for a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: TIG requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements (IOR): Applicants must possess a degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material; Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness; Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments; Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training; Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. To qualify at the GS-9 grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide technical assistance with performing consultation, needs assessment, facilitation, and strategic educational planning using instructional design processes; Provide support developing innovative methods for an education or training program; Review existing courses that require routine minor modifications such as, evaluate, maintain, and update training products/training projects/delivery orders; Recommend actions to improve training program efficiency. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. (TRANSCRIPTS REQUIRED). OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. A combination of specialized experience as described in A but less than one year, and I have some graduate level education but less than one full year as described in B. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) To qualify at the GS-11 grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analytic and performance problem-solving principles; Develops and documents problem analyses, training situation analyses, job task analyses, alternatives analyses to support functional designs/development for a training products; Familiarization and compliance of formal Federal Program/Project Management principles and methodologies; Create standardized curriculum with an emphasis on computer skills, computer software/hardware or 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education.
